478 <br /> Staff reported this action was necessary because of the parcels of unincorporated <br /> property which abut Woodside Road adjacent to City Limits and which must be <br /> included in the undergrounding of utilities during the improvement of Woodside <br /> Road . Motion carried on roll call vote , Mayor Bury noted being absent . <br /> Councilman Rosselli moved to adopt RESOLUTION NO , 6122 FORMALLY ACKNOWLEDGING <br /> REDWOOD CITY EMPLOYEES ' ASSOCIATION AND REDWOOD CITY POLICE OFFICERS ' <br /> ASSOCIATION AS EMPLOYEE ORGANIZATIONS REPRESENTING EMPLOYEES OF THE CITY OF <br /> REDWOOD CITY , seconded by Councilman Henderson . <br /> Staff reported City Employees ' Association and the Police Officers Association <br /> recently held elections to indicate their desire to have formal recognition by <br /> the Council for purpose of negotiating personnel matters . City Manager advised <br /> it is required that individual employee organizations request formal recognition <br /> and that Fire Fighters held their election but that request had not yet been <br /> delivered but would probably be on Agenda next week . <br /> Since other two groups had requested recognition , Staff felt action should be <br /> taken on these two at this time . Motion carried on roll call vote , Mayor Bury <br /> being noted absent . <br /> Request of Chamber of Commerce to conduct a Christmas Festival on November 28-29 -30 , <br /> — 19 h9 . . . <br /> Jerry Chandler , Retail Department Manager of Chamber <br /> of Commerce , advised of the major promotion package for <br /> a Christmas Season Kickoff which would involve closing a number <br /> of streets for varying periods of time , date of which had changed <br /> slightly from that requested and now proposed starting on November <br /> 26 and carrying over for five days . <br /> He described events planned for carnival rides to be furnished <br /> by Fun Fair (Foley and Burke , of Redwood City ) , 20 concessions <br /> to be manned by local groups for fund raising purposes , official <br /> Christmas lighting ceremony for first time in Redwood City history , <br /> with hope of a Christmas concert by local band and singing <br /> organizations , with a community sing thereafter and a giant <br /> balloon parade . <br /> He advised the site for the proposed carnival is Hamilton and <br /> Theater Street area . He discussed parade formation grounds , <br /> and hours proposed for the parade and their request for closing <br /> these areas during the activities proposed , and removal of some <br /> 35 parking meters which would be paid for by the Chamber of <br /> Commerce . <br /> He mentioned one possible flaw had already been noted in that <br /> transformers for lighting Christmas decorations might not <br /> be installed in time , according to Director of Public Works . <br /> Council questioned traffic problems which might be caused by this proposal , to <br /> which City Manager stated some discussion had been held with Staff , but awaiting <br /> Council reaction before proceeding further to make a full report and recommendation . <br /> Police Chief advised their Department would police anything approved by Council <br /> and would estimate cost of $ 3000 to $ 5000 for police personnel , and that traffic <br /> routes would have to be studied . <br /> Council questioned further details on carnival rides proposed and problems which <br /> might be created . <br /> Mr . Chandler stated only eight types of rides proposed , con- <br /> sisting of ferr is wheel , merry-go -round , etc . , as faced with <br /> lack of space for larger type rides . He also noted that Chamber <br /> of Commerce and Downtown Association would collect 10% of <br /> receipts which they estimated would be S3000 to $ 3500 . He <br /> stated the Fun Fair rides would be an integral part of <br /> attracting people to the downtown area . <br /> se V <br />
