<br /> Councilman Keckley moved to approve minutes of Regular Meet _trp of October I 'D ,
<br /> 1969 , as mailed , seconded by Councilman Rosselli and carried .
<br /> BID OPENING , Oak Knoll-Canyon Lane Sewer improvement District ; the following
<br /> bids were received :
<br /> Pipeline Engineerin - Company 45 , 285 . 04
<br /> Vukasin 39 , 863 . 00
<br /> Wenrick & Associates 37 , 147 . 80
<br /> Engineer t s Estimate $ 33 , 996 . 00
<br /> Mayor Bury ordered bids be referred to Attorney for the District , Robert J .
<br /> Costello , and Director of Public Works , J . Louis Scherer , for review and
<br /> recommendation before the opening of the public hearing scheduled for this
<br /> meeting .
<br /> Councilman Keckley moved to adopt RESOLUTION NO , 6130 APPROVING AGREEMENT FOR
<br /> APPRAISAL SERVICES (CIVIC CENTER COMPLEX ) AND AUTHORIZING ITS EXECUTION, seconded
<br /> by Councilman Petersen , City Attorney requested Council approval of agreements
<br /> with C . Warren Fox and with David Ingram for, the necessary appraisals .
<br /> On question , Councilman Rosselli. felt it more prudent , because of the substantial
<br /> costs involved for Civic Center nlannin7 , to initiate ou. c i nf. orr ati.on clinics
<br /> to advise the community , as they would be the ones involved costwise , before commencing
<br /> procedures for nr. oner_•tyy acquisition . C ty Manager advised since Council had approved
<br /> Staff r ecommend.ation to expand . present site for new Civic Center some two years
<br /> a ;o , and directed Staff to proceed with all prudent haste to implement plan , and
<br /> since acquisition of additional property is required , cost of same is an integral
<br /> part of presenting full costs , as other costs estimated up to this time pertained
<br /> only to construction . He stated this cost factor now needed in order that City ' s
<br /> financial consultants may determine how best to prepare a financing program, as
<br /> it wasnot possible for them to proceed much further w}_ thout this information ,
<br /> Discussion followed by other Council members indi catinm that it would seem more
<br /> appropriate to conduct public clinics after all cost factors were known . Motion
<br /> carried on roll call vote , Councilman Rosselli_ voting no , Councilman Henderson
<br /> being noted absent ,
<br /> Councilman Weymouth moved to adopt RESOLUTION NO , 6131 APPROVING AGREEMENT FOR
<br /> APPRAISAL SERVICES ( CIVIC CENTER COMPLEX ) AND AUTHORIZING ITS EXECUTION , seconded
<br /> by Councilman Arnett and carried on roll call vote , Councilman Rosselli voting no ,
<br /> Councilman Henderson noted being absent .,
<br /> Councilman Petersen moved to introduce Ordinance adding Section 9 . 41 . 1 to the Code
<br /> of the City of Redwood City , amending Section 302 of the Uniform Building Code ,
<br /> 1967 Edition , Volume 1 , as published by the International Conference of Building
<br /> Officials ( Second Printing ) , heretofore adopted by reference , relating to Building
<br /> Permits , seconded by Councilman Rosselli ,
<br /> Councilman Keckley , Chairman of Ordinance Review Committee , stated Committee had
<br /> reviewed the issues of this complex Ordinance thoroughly and recommended the
<br /> amendment proposed . Chief Building Official reviewed proposed amendment briefly
<br /> that provides a procedurQrihereby builders may renew their building permits without
<br /> being subject to any additional fees , if unable to proceed with intended con-
<br /> struction because of "Strike , lockout , war , civil commotion , act of. God , " etc .
<br /> He stated this particular amendment had been requested by builders who had been
<br /> restricted by action of a governmental agency from proceeding with construction
<br /> and since similar problems could arise from the other causes stated , amendment
<br /> recommended , Mn noted that this exception is comparable to the exception contained
<br /> in the State Housing laws , Motion carried .
