4191 <br /> Jerry Chandler , after accepting congratulations <br /> on his appointment as Assistant Manager of Chamber <br /> of Commerce , stated although electrical capacity <br /> of transformers still not all that had been hoped <br /> for , he felt downtown merchants and Chamber of <br /> Commerce would be more than happy to have this addition to <br /> the electrical system and would also pay back the additional <br /> funds required in order project could be completed . <br /> Further discussion held on need to proceed with project in order Christmas <br /> decorations might be installed as planned for . Additional funds required and a <br /> further commitment from the downtown merchants was discussed , since it was apparent <br /> $ 6000 had been an estimate only . <br /> Councilman Rosselli moved to adopt RESOLUTION NO . 6132 APPROPRIATING THE SUM OF <br /> $ 1200 FROM THE UNAPPROPRIATED BALANCE OF THE SALES TAX CAPITAL OUTLAY FUND TO <br /> PROVIDE FOR ELECTRIC POWER SYSTEM ON BROADWAY ( CHRISTMAS DECORATIONS ) , seconded <br /> by Councilman Keckley and carried on roll call vote , Councilman Henderson being <br /> noted absent . <br /> Councilman Weymouth moved to adopt RESOLUTION NO , 6133 AWARDING CONTRACT FOR <br /> INSTALLATION OF ELECTRICAL POWER SYSTEM FOR CHRISTMAS DECORATIONS ON BROADWAY , <br /> BETWEEN MAIN STREET AND EL CAMINO REAL ; REJECTING ALL OTHER BIDS RECEIVED ; <br /> AUTHORIZING EXECUTION OF CONTRACT FOR SAID WORK ; AND DIRECTING RETURN OF SECURITY <br /> DEPOSITS, seconded by Councilman Arnett and carried on roll call vote , Councilman <br /> Henderson being noted absent . <br /> REPORT OF BID OPENING , Oak Knoll -Canyon Lane and Vicinity Sewer Improvement District . <br /> Attorney for the District , Robert J . Costello , reported low bid submitted by <br /> Wenrick and Associates in amount of $ 37 , 147 . 80 , 9 . 2% higher than estimate , was <br /> found to be legally correct , and he would recommend its acceptance by Council . <br /> PUBLIC HEARING , Resolution of Intention ,, Oak Knoll -Canyon Lane and Vicinity Sewer <br /> Improvement District , declared open and affidavits of publication , posting , and <br /> mailing ordered filed . <br /> Wm . H . Royer , 1047 Whipple Avenue , asked when <br /> next hearing would be held on this District . <br /> Attorney for the District outlined the time elements involved . <br /> There being no communications , or oral protest , Councilman Rosselli moved to close <br /> the public hearing , seconded by Councilman Arnett and carried . <br /> Councilman Arnett moved to adopt RESOLUTION NO , 6134 ORDERING IMPROVEMENTS AND <br /> OVERRULING PROTESTS , OAK KNOLL-CANYON LANE & VICINITY SEWER IMPROVEMENT DISTRICT , <br /> seconded by Councilman Rosselli and carried on roll call vote , Councilman Henderson <br /> being noted absent . <br /> Councilman Weymouth moved to adopt RESOLUTION NO . 6135 AWARDING CONTRACT, OAK <br /> KNOLL-CANYON LANE & VICINITY SEWER IMPROVEMENT DISTRICT , seconded by Councilman <br /> Keckley and carried on roll call vote , Councilman Henderson being noted absent . <br /> Report and recommendation on Chamber of Commerce request to conduct a Christmas Festival <br /> on public property (November 26- through November 30 h <br /> City Manager reviewed report and recommendation which had been submitted by Staff <br /> at request of Council after review for costs which would be involved for extra <br /> policing and for review of any traffic problems which might be caused by request <br /> to block off streets for proposed ClIristmas Festival . <br /> It was noted Police Chief had estimated costs for extra policing required to be <br /> $ 4000 , even though cost could be more , but that no problems were envisioned with the <br /> closing of L-he streets as proposed . He noted appropriation of funds would be <br /> necessary if Council elected to proceed with this proposal . <br /> DC, 2069 <br />
