4 92, <br /> Police Chief , in answer to question whether estimates included costs of policing <br /> the carnival rides proposed for the five days , advised estimates had been made to <br /> include duration of the carnival and Pelt costs would be considerably less with - <br /> oUlt the carnival . <br /> Councilman Rosselli moved to introduce ordinance appropriating necessary funds <br /> for policing the Christmas Festival , if carnival proposal deleted , seconded by <br /> Councilman Petersen . <br /> City Manager suggested Council direct Staff to determine new cost estimates if <br /> carnival proposal deleted from this Festival as appropriation of funds recommended <br /> would be less . Council discussed inconsistencies noted because dates for <br /> festival include two days businesses would be closed . They questioned whether <br /> revenue anticipated from carnival intended to defray expenses of parade and what <br /> effect deletion of this portion of festival might have on the program proposed . <br /> Jerry Chandler, Assistant Manager of Chamber of <br /> Commerce , reviewed how Festival had originally <br /> been planned without the carnival rides but cost factors arose <br /> for parade and the additional events involved , and it was <br /> thought then carnival would produce revenue to get program <br /> started this year and revenues anticipated would provide <br /> for expanded activities next year . <br /> He stated it was true stores would be closed for two days <br /> during the celebration , but this too would have resulted in <br /> the revenue needed for program, and although carnival not <br /> absolutely needed for this year , if program to continue <br /> hereafter some means of financing would be required as full <br /> parade hoped for next year would cost between $ 5000 and <br /> 6000 and downtown merchants and Chamber of Commerce not in <br /> a position to fund such an event . <br /> In answer to concerns for carnival and whether business increase <br /> had been noted during carnival staging held in Woodside Plaza , <br /> Mr . Chandler noted carnival had been held twice in last year <br /> and twice this year at the Plaza, estimated income from which <br /> was $ 1500 a day and helped produce revenue for promotion <br /> of other programs . The " carnival " was clarified as referring <br /> to six " kiddie " rides . <br /> Further questi_oni_no and d i. sen ss en held concerning the value and desirability <br /> or including carnival rides in this program ; whether City with reduced costs for <br /> policing should contribute towards thy_ r event , and questioned contributions he ; n � <br /> made hyr Chamber of Commerce and Downtown Merchants Association , City Attorney <br /> advised City participation by contribution allowable for community promotion but <br /> not as an outright grant , and also necessary to enter into an agreement, or at <br /> least a determination be made by Council that benefit would result to whole of <br /> community . <br /> Council expressed concern whether such participation might not set a precedent for <br /> other shopping areas ; why such an event needed to promote business when Christmas <br /> season is biggest shopping season or all , and carnival m-; F ht be better held to <br /> attract downtown attendance at another time of the year . <br /> iJ • v <br />
