He advised of the numerous complaints <br /> on the effectiveness of this interim plan which had resulted in Traffic Committee <br /> and Staff meeting with the Council Ordinance Review Committee and recommendation <br /> made to them that Whipple Avenue between El Camino Real and Arch be restriped in <br /> accordance with illustrated chart being shown , and that temporarily suspended <br /> narkinc prohibitions be r einstated , <br /> He also advised Staff l. s conti. nu in"; Its stud r of the Proposed wi.d enirc of Whipple <br /> Avenue between El C n no and Arch by cu - ti_ng back of sidewalks on both sides , hut <br /> that roU7h estimates would indicate costs involved of some $ 25 , 000 would not justify <br /> the few parkin!): spaces which would result . He advised a letter had been sent to <br /> all property owners concerned with this problem, advising of the Staff recommendation <br /> being made to Council at this meeting . <br /> In reply to question of how many parking spaces would result if curbs cut back, <br /> and if costs would be part of an assessment to benefitted property owners , City <br /> Manager advised parking spaces estimated for 11 cars on the South side of Whipple , <br /> and reminded Council that when El Camino widened In this area, costs were paid for <br /> by the City with no assessment to property owners involved . <br /> William Royer , 1047 Whipple Avenue , advised recommendation <br /> would remove parking directly in front of his realty offices , <br /> to which he must protest , as felt he was not requesting for any <br /> new consideration but being deprived of parking he had for <br /> last fifteen years in this location . <br /> He reviewed off street parking of 13 spaces for their offices , <br /> sufficient for all of their Staff and restriction of on-street <br /> parking a hardship . He further notedlow property on North side <br /> of Whipple not developed to its ultimate potential in zoning <br /> and admitted a serious traffic problem did exist , and felt <br /> City should acquire rights of way for future widening . <br /> Discussion followed on problems involved and need for long range planning for a <br /> solution . Chief McDonald commented on his review of traffic problem in this area , <br /> _ . <br />
