Reference also made to interim solution of problem , but need for future <br /> long range solutions because of eventual State college construction , which will <br /> require permanent solutions . <br /> After further discussion , Councilman Keckley moved to refer this matter to Traffic <br /> Committee for a further study and report be made to Council no sooner than 30 <br /> days , with a unanimous recommendation from the Traffic Committee , seconded by <br /> Councilman Arnett .. Mot .on questioned as to reasonableness of making long; range <br /> planning at this point when increased traffic might change patterns and interim <br /> studies and changes might be needed before ultimate decisions required because of <br /> State college . <br /> City Manager was questioned as to his authority to change parking regulations as <br /> set by Council , to which City Attorney advised parking restrictions under Council <br /> jurisdiction , but that City Manager can act where an emergency traffic problem exists . <br /> Further questioning held concerning changes which had been made in parking restrictions <br /> and traffic patterns for this particular area , <br /> Original motion re -read to refer this matter back to the Traffic Committee for report <br /> back to Council in no less than 30 days , with a unanimous recommendation to be <br /> submitted to Council . Councilman Keckley moved to amend themotion to provide that <br /> this section be re - striped to two lanes in each direction and restricted fora no <br /> curb parking until recommendation be received from. Traffic Committee , amendment <br /> being seconded by Councilman Arnett . <br /> Mr .
