5000
sites ; suggested facilities were described such as community swimming pool . community
center , and per. hays a senior citizens center , as well as pre - school facilities and
tennis courts , with a pedestrian overpass to provide safe access between this area
and junior high school . Traffic generated on Davit Lane was not expected to be a
hazard , however .
Over parking structures would be recreation facilities , thus relieving some of the
demand on community facilities . Photo slides of similar developments in Marin
County and in Irvine , California demonstrated possibilities in this subdivision .
In this plan , school, facilities would be situated in the area where they woii1iR he
surrounded by singie family detached units . Off - street park _infr is provided for on
both sides .
Another feature described was the " tot lot " to provide centrally :Located recreation
area for pre - school children . Also described was a townhouse oriented to the
slough , rather than interior waterway , and it was noted an ecological reserve would
be incorporated in this development . Cul -de -sacs are planned to be relieved by
trees and shrubbery . The commercial area could accomodate a fire station which
would have an additional access to Peninsula Parkway . An adjoining public utility
easement would be partially used for parking . Salt marshes nearby would remain
protected . Placement of plantings throughout would be such as to permit long views
of the water . Slides were also shown of residential units already built and in use . 1
The concept of " lot line " housing was described which eliminates the usual minimum
setback repo . rements , perm i_ tti np; a larger lot area on three sides , and enabling
better usage of the available space .
1r . Johnson then Invited questions from Council and Commission , andCouncil questioned
the placement of schools and park nn onposite sides of Davit Lane ; to what extent
noise crerierated l iT adjacent arterial would affect schools , and whether these factors
had been considered in the planning . Opinion was expressed that placing schools
adjacent to major arterials is undesirable . Response was that school sites had
been reviewed and approved by the Belmont School District .
Land use was planned with view of achieving; in the garden apartment area a feel-
ing of community identity . Placement of cul -de -sacs was designed with awareness
that the general plan included high density residential areas which needed access
to them without putting traffic pressure on low density units , thus requiring
separate access to the apartments to avoid feedincr traffic through low density
areas . Traffic engineer had advised them intersections limited as to volume Of
traffic . Configuration or this site was somewhat less than ideal , whereas thus far
the school sites in earlier subdivisions had all been designed under ideal conditions ,
and it was not necessary to feed through them . Objective here is to develop
a community complex for activities to serve garden apartment types . It was noted
schools prefer to be near collector roads , and the District does not appear to
consider proximity to Davit Lane a detrimental factor .
1
v:i '69
