Uhlig , Redeemer Lutheran Church . <br /> ON ROLL CALL the following were noted present : Councilmen Dixon Arnett , Mary W . <br /> Henderson , Paul C . Keckley , John S . Rosselli , Ray A . Weymouth , Mayor Robert H . <br /> Bury , and City Clerk Helen C . Moore . Councilman Herbert G . Petersen was noted <br /> absent . Also noted present were City Manager Howard C . Ullrich , City Attorney <br /> David E . Schricker , Assistant City Manager Henry V . Burget , Police Chief John R . <br /> McDonald , Fire Chief J . L . Lodi , Director of Public Works J . Louis Scherer , Chief <br /> Building Official Charles Gyselbrecht , and Deputy City Clerk Marian McCrindle . <br /> Councilman Keckley moved to approve Minutes of Regular Meeting of October 20 , 1969 , <br /> Minutes of Executive Session of October 20 , 1969 , and Minutes of Adjourned Regular <br /> Meeting of October 21 , 1969 (Veterans Memorial Building ) as mailed , seconded by <br /> Councilman Arnett and carried , Councilman Henderson abstaining because of her <br /> absence from these three meetings . <br /> Councilman Rosselli moved to adopt RESOTJ"YTTON NO . 6142 APPROVING PLANS AND SPECIFICATIONS <br /> FOR THE CONSTRUCTION OF STRATEGIC CONSOLIDATION SEWERAGE PLAN -- STAGE 1 , AND AUTHOR - <br /> IZING JOINT POWERS AUTHORITY TO CALL FOR BIDS THEREFOR , seconded by Councilman <br /> Keckley . <br /> Counci_ lrn.an we -Tmouth , City ' s representative on the water Quality Control Commission <br /> established under the Joint Powers Authority of the three cities involved , Belmont . <br /> San Carlos and Redwood City , stated Commission had approved the plans and spec - <br /> ifications as submitted , and that approval by the other two City Councils was to <br /> be considered at their meetings this date also . <br /> Mr . John Jenks , of Jenks and Adamson , Consulting Engineers <br /> for this consolidated sewerage plan , advised project consists <br /> of three separate project units : ( 1 ) Plans and specifications <br /> for the major pumping plant to serve Redwood City , embracing <br /> existing pumping plant ; ( 2 ) Plans and specifications for <br /> construction of a pipeline between Redwood City , San Carlos and <br /> the water ' s edge off Redwood Peninsula and San Francisco Bay ; <br /> ( 3 ) Plans and specifications for Submarine Outfall line to the <br /> deep water channel of San Francisco Bay . Whole project will take <br /> discharge from two existing plants at Redwood City and San Carlos , <br /> and convey effluent to deep water channel from all three participat - <br /> ing cities . He stated estimated cost of whole project was $ 4, 145 , 000 <br /> less Federal Grant of $ 1 , 423 , 000 , which has been approved and ex- <br /> pected to be received shortly , authorizing this call for bid . <br /> In reply to question of whether Town of Woodside and anticipated <br /> expansion of residential area with sewer line increases could be <br /> accomodated in this project , Mr . Jenks advised pumping plant and <br /> pipelines are designed to accomodate anticipated increases . <br /> City Manager advised supplemental agreement to Fair Oaks Sewer Maintenance <br /> District specifies the conditions for handling Woodside sewerage and provides <br /> for participation in a proportionate share of expenses . <br /> Tn reply to question ofbow funding by three cities anticipated , Council was ad - <br /> I <br /> vised San Carlos had sufficient funds from a previous bond issue , Belmont anticipated <br /> selling bonds from a recent bond election , and that Redwood City funding has been <br /> provided for since 1965 . <br /> Mr . Jenks commented on noteworthy step being taken towards <br /> finalizing a project of this significance through cooperative <br /> efforts of three cities , which is a rarity , through leadership <br /> of Redwood City toward solving a regional concern . <br />
