Motion carried on roll call vote , Councilman Petersen being noted absent . <br /> City Attorney advised that he had been requested to represent the Joint Powers <br /> Authority to legal matters and would ask Council ' s permission , as under. the City <br /> Charter , he is authorized to represent City only . <br /> Councilman Weymouth ` s ', <br /> ymouth moved to authorize City Attorney to act as legal advisor to the <br /> Water Quality Control Commission , seconded by Councilman Rosselli and carried . <br /> (MINUTE ORDER # 69 -209 ) <br /> Discussion of. Improvements in upper reaches of Redwood Creek . <br /> City Manager advised of the reports which had been submitted to Co uncil previously , <br /> reporting on the results of the Information Clinics which had been held regardin =g <br /> tine creek improvements in the upper reaches of Redwood Creek , irhereby it was noted , <br /> wit'wit 'fl the exception of one rather limited area , the majority of the property owners <br /> favored ti-1e creek improvements proposed . <br /> He stated Staff was asking that , in those areas where an apparent desire has been <br /> expressed by property owners for creek improvements proposed , Staff be authorized <br /> by Council to proceed with final plans and specifications , since he had also notified <br /> Council of the preliminary engineering plans he had authorized thus far in those <br /> areas . <br /> Director of Public Works thereafter reviewed clinics held with property owners in <br /> specific areas of the upper. reaches of Redwood Creek and defined by illustrated <br /> charts the distinct boundaries of each of the areas , proposed improvements , reaction <br /> of adjacent property owners , and Staff recommendations where possible : <br /> Redwood Creek Main Branch ( Area bounded by Alameda de las Pulgas , Massachusetts , <br /> Carolina , Maddux and Maryland ) <br /> It was noted majority of property owners in this area favored the proposed im- <br /> provements to creek . City Manager advised this was one of the areas for which <br /> Staff would ask that Council authorize final preparation of plans and specifications <br /> in order that an early award might be made for construction to start in early Spring . <br /> Mr . Deuel Batsford , of Jenks and Adamson , advised improvements <br /> proposed for this section to be a 12 ' wide reinforced box channel , <br /> with 6 ' chain link fencing on either side . <br /> Mr . Robert Biggins , 2645 Massachusetts , reported 98% of the pro - <br /> perty owners adjacent to this portion of the creek approved the <br /> proposed improvements . He stated he had already spent some <br /> $ 3000 for a retainer wall in creek to protect his property , therefore , <br /> favored permanent improvements . <br /> Councilman Keckley moved to approve improvement plans proposed for this section <br /> of the creek area and authorize Staff to proceed with preparation of plans and <br /> speci ficati n. n 3 , clecorded by Councilman Rosselli and carried .
