4 <br /> are concrete pipe covered with soil , with a depressed area so local drainage would <br /> not be affected , yard area would be increased and useable in some areas for land - <br /> scaping by property owners . Damage to adjacent landscaping will be kept at a minimum <br /> and every effort made to save as much of existing landscaping as possible . In <br /> reply to question of type of top soil used to cover pipe , Director of Public Works <br /> stated hope for getting as good a top soil as possible to bacicfill with . <br /> Wayne Shipley , 2511 Carson , noted he was not a property <br /> owner in this particular area , but that property owners were not <br /> individually notified of this meeting . <br /> Mayor Bury commented on the previous public hearings which had been held with <br /> notification to all property owners affected by creek improvements proposed in these <br /> upper reaches and assured all present that final stages still not being authorized , <br /> only directing preparation of plans and specifications where possible . <br /> Councilman Rosselli moved that Staff be authorized to proceed with preparation of <br /> plans and specifications for this section of creek, but a particular study be <br /> given to saving as much of the landscaping as possible , so that whole neighborhood <br /> will be satisfied with project when completed , seconded by Councilman Weymouth . <br /> Request made for report to Council in advance of final plans and specifications , <br /> stating which of the trees must be lost to these improvements . Council requested <br /> notice to the press when plans are to be considered . Motion carried . ( MINUTE ORDER <br /> #69 -212 ) <br /> Kensington Branch ( Boundary comprising Maddux Drive , Washington Avenue , Harcross Road , <br /> Granger Way , Alameda , Kensington Road , Muller Court , etc . ) <br /> Director of Public Works advised favorable response of 59% received for improvements <br /> regarding Kensington Branch , 18% opposed , and no opinion received from 31% , although <br /> all property owners notified of public information clinics being held . He stated <br /> preliminary recommendation for improvements in this area was for reinforced con - <br /> crete pipe . <br /> Mr . Batsford stated little actual information available in this <br /> area , prior to holding of information clinics and , therefore , no <br /> specific recommendations possible , but from flow size records <br /> could only guess at this point that a rectangular channel might <br /> be proposed . <br /> Councilman Henderson stated she would not support any proposal for an open channel <br /> in upper branches of this creek . <br /> In reply to whether upper portion of this creek could be excluded from the improve- <br /> ments and whether there would be an adverse affect to flood control below , Mr . <br /> Batsford advised not enough factual information known at this point , but due to <br /> fact Woodside creek area upstream not proposed for improvements , would answer with <br /> a qualified no . However , no full recommendation possible as to channel or pipe <br /> in this section , but possible a pipe upstream from Fernside . <br /> In reply to whether commitments made by Council at time of this bond issue for <br /> possibly modifying improvements in some portions of these creek areas , City Attorney <br /> :' 27 '69 <br />
