Ci <br /> Councilman Rosselli moved to adopt RESOLUTION NO . 6146 AMENDING RESOLUTION NO , 4467 <br /> RELATING TO DEPOSITS FOR WATER SERVICE , seconded by Councilman Arnett . <br /> Staff reported minimum bi -monthly bill for Redwood City residents for water service <br /> is $ 12 . 00 and since existing $ 10 . 00 deposit from non-property owners is not <br /> sufficient to cover this amount , it was recommended Redwood City residents pay $20 <br /> or same amount as that paid by Emerald Lake consumers . Motion carried on roll call <br /> vote , Councilman Petersen being noted absent . <br /> Report and recommendation concerning costs to City for proposed Christmas Festival , <br /> if carnival rides deleted , <br /> Police Chief reported his revised estimate of cost for police protection would be <br /> a maximum of 52 , 000 as opposed to the $ 4 , 000 if the carnival rides are included . <br /> Police Chief in response to further questioning advised of lack of experience for <br /> this type of event as to what to expect in the way of crowds , whether militant or <br /> motorcycle groups , which would necessitate use of more police force than anticipated . <br /> Jerry Chandler , Assistant Manager of Chamber of Commerce , <br /> advised that their group was prepared to delete all concessions <br /> and just have the " kiddie rides " similar to that held at Woodside <br /> Plaza . He again stated the only reason the concessions had been <br /> proposed initially was to give some local organizations the <br /> opportunity to make money and their group didn ' t feel they would <br /> gain as much revenue from this source as from the 11kiddie rides " . <br /> He stated he doubted than an unsavory element would be attracted <br /> to the rides , and to his knowledge , such had not been the case in <br /> the Woodside Plaza . <br /> He again stressed point that rides would bring revenue to make <br /> possible full balloon parade next year as funds needed would <br /> amount to some $ 5 , 000 to $ 6 , 000 whereas funds for partial parade <br /> this year costing S3 , 000 to $ 3 , 500 could be provided by their <br /> group . <br /> After further questioning of costs which had been anticipated for policing if kiddie <br /> rides included , Councilman Henderson moved to introduce Ordinance appropriating <br /> 54 , 000 from budgeted reserves of the General Fund to appropriation for employee <br /> services for police protection , seconded by Councilman Keckley . <br /> Discussion followed on fact such appropriations for known yearly community events <br /> were included as a part of the budget , such as 4th of July parade , football games , <br /> etc . , so this would not be setting any precedent . Councilman Rosselli expressed <br /> his disapproval of this type of event and also felt cost to be responsibility of <br /> downtown merchants if such events held . <br /> Walter Small , Manager of Penny ' s , felt program proposed worthy <br /> of effort to develop something new in downtown events for this <br /> time of the year , <br /> Norman Kauffman , of Sequoia Men and Boys Shop , stated program <br /> proposed was in hope of stimulating more interest in the downtown <br /> area and if program gives pleasure to community will plan for <br /> same program next year . <br /> City Manager was requested to report to Council after this event on any police <br /> problems which might have been experienced and some indication from the Downtown <br /> Merchants and Chamber of Commerce on reactions as to reception of this whole pro - <br /> gram, so information will be available when event proposed again .
