In reply to questioning by Councilman Henderson concerning Cash Balance report dated September 30 , 1969 , regarding General Reserve of General Fund indicating S250 , 000 , when Council had approved S200 , 000 , City Manager stated a report would be requested from the City Auditor to clarify accounting . ( Memo 10/28/69 ) City Clerk also reported the item identified as " Active Account " included the sum invested in Treasury Bills , whereas this item is usually listed separately . Councilman Weymouth moved to adjourn by adoption of RESOLUTION NO . 6148 COMMENDING AND CONGRATULATING HELEN C . MOORE ON THE OCCASION OF HER RETIREMENT FR II THE CITY OF REDWOOD CITY, seconded by Councilman Rosselli . After reading/he Resolution by Mayor Bury and presentation of a framed and signed copy , motion carried on roll call vote , Councilman Petersen being noted absent . Meeting adjourned at 11 : 35 P . Invocation led by Reverend Dwight Hoelscher , First Congregational Church . ON ROLL CALL the following were noted present : Councilmen Dixon Arnett , Mary W . Henderson , Paul C . Keckley , Herbert G . Petersen , John S . Rosselli , Ray A . Weymouth , Mayor Robert H . Bury , and Deputy City Clerk Marian McCrindle . Also noted present were City Manager Howard C . Ullrich , City Attorney David E . Schricker , Assistant City Manager Henry V . Burget , Police Chief John R . McDonald , Planning Director Ken Schroeter , Director of Public Works J . Louis Scherer , Auditor -Accountant Jack Ference , and Secretary Frances Ozzanto . Councilman Keckley moved to approve Minutes of Regular Meeting of October 27 , 1969 , subject to corrections indicated ( misspelling of word " effluent " ; reference to Planning Director corrected to Director of Public Works , and " questionnaire was sent only to owners along the Stulsaft Branch " the words " and Kinsington Branch " to be added ) , seconded by Councilman Arnett and carried . Monthly progress Report - Redwood Shores . City Manager advised this would be the regular monthly report , but that in addition to statements by Project Manager of DMJM and Leslie Staff , a repre - sentative of Redwood Shores Homeowners ' Association was present and it was hoped this group would continue to participate in subsequent monthly reports . He referred to recent communication from Congressman McCloskey , following a meeting at Leslie Pavilion and advised that Staff is preparing a response to that letter , as directed . He added that there was nothing in the Congressman ' s letter that had not already been anticipated and spoken to , eithez6efore the Council or in public information clinics ; that the only eventuality not anti - cipated was intervention of a Federal agency . The questions now were identical to those existing at time of formation of the District , and had been discussed repeatedly , and there is no reason for Staff to arrive at an opinion or make recommendations other than those offered in the past .
