11 9 <br /> City Manager referred to the October 25th meeting at Leslie Pavilion , and noted <br /> the consensus of Staff and home owners present seemed to be that the common <br /> goal of all concerned should be to work to achieve FHA participation in <br /> additional units up to Shell Boulevard under "D " Bond sale ; to proceed with <br /> additional studies , if indicated ; if necessary to conduct formal hearings at <br /> committee level or local level , than that should be done . <br /> Mr . James R . Hinson , 459 Neptune Drive , advised Council <br /> that general consensus of the Homeowners Association was <br /> the wish to have Congressman McCloskey press for FHA <br /> approval of additional lots for home building , and to stress <br /> need to proceed during any studies . <br /> He noted the lots in question are inland from where present <br /> housing is located . He added that in general he agreed <br /> with the City Manager ' s comments and that the goals out - <br /> lined were as stated . <br /> Mayor Bury asked Mr . Hinson to describe the structure of the Redwood Shores <br /> Homeowners ' Association . <br /> Mr . Hinson stated he had been selected temporary chairman <br /> and that seven persons , plus a secretary , were appointed <br /> to aid in preparation of a set of rules and regulations <br /> for the Association , now in its formative stage . He estimated <br /> the bylaws for the permanent group should be completed by <br /> the time they hold election of officers in December . <br /> Mr . Reiter , of DMJM , Project Manager , then reported that <br /> activity at the moment is confined for the most part to <br /> construction , which was proceeding well , having lost only <br /> three working days in October due to rain . <br /> He stated Dolphin I Project is 81% complete ; Marlin I , <br /> 23% ; Marlin II , 9% . Reclamation Site Preparation 6 , which <br /> is a Leslie participation project , is 100% complete , as is <br /> Rock Slope I , which controls waterways . Primary Fill 4 is <br /> complete in primary stage and now shut down for the winter , <br /> but will resume in the Spring . Belmont Utility Crossing <br /> contract is 80% complete , and Beldrain 2 excavation contract <br /> is 73% complete and is ahead of schedule . Installation of <br /> lighting on Marine World Parkway almost complete ; Bridge <br /> Parkway Bridge is 5$ complete in terms of dollars , and is <br /> fully mobilized for pile driving , which would begin the next <br /> day . However , design activities are at a minimum and future <br /> activities are being reprogrammed as a result of home build - <br /> ing slow -down . Re -evaluation is planned after Corps of <br /> Engineers have made report and response of FHA is known , <br /> then will report back . <br /> He stated it was suggested to Congressman McCloskey that <br /> authorization be given for home building as far as Shell <br /> Boulevard , which would conform to the home building activities <br /> anticipated in last two bond sales . <br /> In response to Council question of whether personnel cut - <br /> backs would result from reprogramming , Mr . Reiter advised <br /> it had been necessary to lay off some well trained employees <br /> who would be difficult to replace or attempt to call back <br /> when program regenerates . He indicated that in next report <br /> it was expected to include information on the impact of the <br /> slowdown on employment in the various segments of the build - <br /> ing trades , etc . He advised it was not known when the pro - <br /> gram would regenerate , until after the report of the Corps <br /> of Engineers is made , after which it will be for FHA to <br /> decide and District must adjust activities to the government <br /> agencies , since they have control of the situation . <br /> or ; ge5 <br />
