21 <br /> It was questioned whether there would be a turn -around problem for emergency <br /> vehicles , and Planning Director stated situation is the same as in any <br /> panhandle situation and there is a requirement for a deeded 20 ' easement for <br /> access . Further , the plan calls for adequate maneuvering space . Councilman <br /> Arnett asked if Chiefs of both Police and Fire Departments considered the <br /> space adequate and both responded affirmatively . Planning Director explained <br /> although parcel in R -2 Zoning and two front lots containing single family <br /> dwellings could each have one additional unit , the recent Ordinance amendment <br /> limits the two proposed rear lots to single family development . <br /> Motion carried on roll call vote . <br /> Councilman Weymouth moved to adopt RESOLUTION NO , 6154 APPROVING AND AUTHORIZING <br /> EXECUTION OF AMENDMENT TO AGREEMENT WITH BERT A . BETTS AND ASSOCIATES FOR <br /> FINANCIAL CONSULTING SERVICES ( CIVIC CENTER COMPLEX ) , seconded by Councilman <br /> Keckley; City Manager reported the agreement which had been before the <br /> Council at previous regular meeting had been redrafted to provide for pro - <br /> gress payments , on billing , not to exceed payment of S5 , 000 for services up <br /> to and including submission of comprehensive report , with balance of S2 , 500 <br /> to be paid on submission of the final report . The revision provides <br /> capability of making these progress payments . <br /> Responding to Mayor Bury ' s concern whether this would bind City to commit - <br /> ment beyond the report and into early stages of the development , City Manager <br /> assured that agreement provides only compilation of report as to best method <br /> of financing the project and carries no further . Motion carried on roll <br /> call vote . <br /> Councilman Keckley moved to adopt RESOLUTION NO , 6155 AUTHORIZING EXECUTION OF <br /> AGREEMENT BETWEEN CITY OF REDWOOD CITY AND THE REDWOOD CITY CHAMBER OF COMMERCE <br /> RELATING TO BEAUTIFICATION OF PUBLIC STREETS DURING THE HOLIDAY SEASON, <br /> seconded by Councilman Rosselli and carried on roll call vote . <br /> Councilman Rosselli noted it might be appropriate to set an agenda item to <br /> remove metered parking during the pre -Christmas shopping period in the Down - <br /> town area , since this was taken up at the last minute last year . Councilman <br /> Weymouth advised the merchants did not request covered meters last year and <br /> that many feel doing this results in abuses by their own employees , there - <br /> fore the customers are left without available parking . <br /> Jerry Chandler , Assistant Manager of the Chamber of <br /> Commerce , reported that after the last year ' s last <br /> minute effort to have covered meters , it was done only <br /> in the 2600 block and the cost of S1 , 320 was not con - <br /> sistent with benefits according to the merchants , partly <br /> due to fact employees do take advantage , particularly the <br /> part -time help , which makes it difficult to control . He <br /> stated further the downtown merchants do not plan to call <br /> for covering meters , except in the 2600 block , which <br /> Chamber of Commerce will fund themselves . <br /> Councilman Rosselli moved to adopt RESOLUTION NO , 6156 APPROVING AND AUTHORIZING <br /> EXECUTION OF AGREEMENT FOR EXPERT PERSONAL APPRAISAL SERVICES IN CONNECTION <br /> WITH TAX ASSESSMENT PROGRAM FOR REDWOOD CITY GENERAL IMPROVEMENT DISTRICT <br /> NO . l -64 , seconded by Councilman Arnett . <br /> Councilman Henderson referred to reference to " agreement for assessing pur - <br /> poses " in the text and felt this inconsistent with reference in title . City <br /> Attorney assured that assessing services do require appraisal . Councilman <br /> Henderson questioned reason for changing from limited term agreement to one <br /> with no termination date . City Manager responded requirement for appraisals <br /> 1, r .39 <br />
