Petersen , John S . Rosselli , Ray Weymouth , Mayor Robert H . <br /> Bury , and Deputy City Clerk Marian McCrindle . Councilman Henderson noted <br /> absent . Also noted present were City Manager Howard C . Ullrich , City Attorney <br /> David E . Schricker , Assistant City Manager Henry V . Burget , City Auditor-Accountant <br /> Jack Ference , Police Chief John R . McDonald , Fire Chief Joseph Lodi , Director <br /> of Public Works J . Louis Scherer , City Librarian Karl Volimayer , Personnel <br /> Director Alfred Wiers , Senior Planner Speel McLellan and Secretary Frances Ozzanto . <br /> Councilman Weymouth moved to approve Minutes of Regular Meeting of November 10 , <br /> 1969 , and Minutes of Executive Session of November 10 , 1969 , as mailed , seconded <br /> by Councilman Keckley and carried . <br /> Councilman Arnett moved to adopt RESOLUTION NO , 6158 APPROVING AND AUTHORIZING <br /> EXECUTION OF REVOCABLE ENCROACHMENT PERMIT RELATING TO USE OF CERTAIN CITY PRO - <br /> PERTY FOR LANDSCAPING PURPOSES , seconded by Councilman Keckley . Action proposed due <br /> to one of the conditions imposed by Architectural Committee on a Use Permit granted <br /> for modernization of Phillips Service Station at 2702 El Camino , for brick planter <br /> in public sidewalk area on Broadway . City Manager noted there were at least three <br /> similar situations existing where planters were permitted in public right -of -way . <br /> Motion carried on roll call vote , Councilman Henderson being noted absent « <br /> Councilman Rosselli moved to accept Sanitary Sewer Improvement , Lot 1 , Block 17 , <br /> Oak Knoll Manor , subject to posting of required maintenance bond , seconded by <br /> Councilman Arnett . <br /> An agreement between the City and John M . Janson for the installation of a sanitary <br /> sewer system was executed on April 15 , 1968 . At request of Mr . Janson , Council approved <br /> extension of the completion date to October 1 , 1969 . Project was designed by Charles <br /> E . Randlett , Civil Engineer , for the owner , and the work was performed by C . W . Stevens <br /> under a private contract with Mr . Janson . All work was completed in accordance with <br /> approved plans and specifications to the satisfaction of the Department of Public <br /> Works and Staff recommended acceptance , subject to posting maintenance bond . Motion <br /> carried . ( MINUTE ORDER #69 -226 ) <br /> Discussion of Cooperative Education Program . <br /> City Manager advised that on October 24 , a report was submitted by Staff outlining <br /> the program and recommending participation , The matter had been withdrawn from agenda <br /> of November 10 in order to allow Mr . de la Rocha , Assistant Dean of Cooperative <br /> Education of San Mateo Junior College , to be present for the discussion . <br /> Mr . de la Rocha stated he has been working with Staff to establish a cooperative <br /> program, using Federal Work Study funds . Through this program , attempts will be <br /> made to place students in a job related to th : a_ r indicated major area of interest . <br /> City would contribute one -half of the salary of the five students expected to be <br /> placed in various City departments , with the College District sharing the other half <br /> of the cost . The plan is to place disadvantaged students in better positions than <br /> they could hope to achieve otherwise . They will be counselled by persons at the <br /> e} 17 '69 <br />
