The contract between the City and the College District can be terminated at any time by either party . Responding to question from Council , Mr . de la Rocha advised that the selection process is limited to students who have indicated a financial need , and who have been screened by the Finance Office . A staff of interviewers is available for working with these students . Standard application forms will be used . Referral to the City ' s Personnel Department would then be the next step , and final selection would rest with the City . There was a question as to availability of Federal Work Study Funds , and Mr . de la Rocha assured Council that funds have been increased for Canada College , College of San Mateo and Skyline College , and there is no change anticipated , at least until June . It was questioned whether consideration had been given to matter of scheduling work so as to be compatible with school obligation . Mr . de la Rocha pointed out college pattern of classes varies and each student will have to be considered individually , but there would be no case of denial of opportunity because of hours of availability . With regard to evening work , Mr . de la Rocha stated this would be beneficial in the case of students with a full class schedule . Personnel Director noted that the program had been discussed with a number of City departments , and the feeling is the program is worthwhile and there is indication of a sincere willingness to participate . He added that of the five students expected to be placed , two are planned for the Library and two for the Recreation Department , and in both of these instances there would be opportunity for after-hours and weekend work . Councilman Rosselli suggested a need in the Police Department , particularly where a foreign language could be utilized , and Mayor Bury noted that both Police and Fire Departments have indicated a need for this type of help . Personnel Director responded to question by Councilman Arnett with reference to placement of students with the City , that each department will prepare an outline or course guide and state what goals the department will hope to achieve through the placement . Councilman Keckley moved to introduce Ordinance appropriating $2 , 700 from unappropriated balance of budgeted reserves of General Fund to provide for City participation in National Cooperative Education Program seconded by Councilman Rosselli and carried . Councilman Rosselli moved to adopt RESOLUTION NO . 6159 APPROVING AND AUTHORIZING EXECUTION OF AGREEMENT BETWEEN THE CITY OF REDWOOD CITY AND THE TRUSTEES OF THE SAN MATEO JUNIOR COLLEGE DISTRICT , seconded by Councilman Weymouth and carried on roll call vote , Councilman Henderson being noted absent . Discussion of proposed Ordinance relating to parking restrictions for certain vehicles .
