9 <br /> Subsection ( c ) , which clarified the types of vehicles excected from the provisions <br /> of the proposed ordinance . <br /> Responding to question , City Attorney advised that a pickup truck with camper <br /> portion removed would be exempt from the prohibition , as it would then be con - <br /> sidered an unladen pickup truck . <br /> Councilman Keckley moved to introduce Ordinance amending Section 20 . 101 of the Code , <br /> relating to parking restrictions for certain vehicles , seconded by Councilman <br /> Weymouth . <br /> On question , Councilman Arnett noted the matter had been held over partially at his <br /> request , and having had the opportunity to review the material , as well as have furthe <br /> conversations with Staff , it appeared the weight of opinion seemed to be strongly in <br /> favor of the proposed ordinance ; that the instances of individual hardship were not <br /> as great , for the most part , as he originally thought . He expressed his appreciation <br /> to Council for the opportunity for additional study . <br /> James E . Lyons , 111 Wellesley Crescent , informed <br /> Council that on leavinghis home to attend this <br /> meeting , found three campers parked within 150 <br /> feet of his apartment house , one of which had remained <br /> in one spot at least six weeks , and stated he is <br /> very much in favor of the proposed ordinance , and that <br /> his neighbors are , also . He produced a news clipping , which <br /> he presented to Deputy Clerk for the record , relative to <br /> the growing numbers of recreation vehicles . <br /> Carl Fallstead , 32 Meadow Lane , referred to City ' s <br /> building restrictions which prohibit use of front yard <br /> for parking , and in complying with Building Code he is <br /> therefor forced to park in the street and suggested <br /> amendment to proposal to provide means of obeying the <br /> law before it goes into effect . <br /> Mayor Bury pointed out the restrictions would not affect passenger vehicles and <br /> responding to Mr . Fallstead ' s statement that this is discriminatory against campers <br /> he added that the question of visual interruption must be considered from the safety <br /> standpoint . It was also noted by Council that there are facilities for storing vehicles <br /> affected by this ordinance and while it may work a hardship on some , overall safety <br /> of the community is the main concern . <br /> Richard Salter , 1626 Alameda de las Pulgas , stated many <br /> apartments have only one parking space , anc+his own situation <br /> is that if he removed camper from his truck and stores it in <br /> garage , there would be no place to park either in his car , or <br /> complete camper . <br /> Bruce Wyckoff , 1215 Chesterton , expressed concern with <br /> reference to overnight parking ; believes they interfere <br /> with safety and traffic and are detrimental to appearance of <br /> the streets , and that campers , trucks , and the like , are <br /> the least desirable type of vehicle to be parked on street . <br /> Believes ordinance is justified . <br /> William Campbell , 1362 Regent Street , felt residents in <br /> the older areas of the City should be given some relief from <br /> the provision of this ordinance , because of lack of off - <br /> street parking . <br /> Francis L . Ludwig , 3050 Goodwin , supported proposed <br /> ordinance , adding that it may not go far enough , and that <br /> perhaps all automobiles should be included and that banning <br /> all overnight parking should be considered . <br /> " '"5 <br />
