( Memo <br /> 11/25/69 ) <br /> City Attorney David Schricker , advising of State <br /> Supreme Court decision ( Bishop v . City of San Jose ) <br /> that cities not required to pay prevailing wage <br /> scale for public work performed by City employees . <br /> ( copy submitted to Council ) <br /> Councilman Rosselli nominated Frank DePatta for reappointment to the Veterans <br /> Memorial Commission . Mayor Bury noted that a joint meeting had been requested <br /> by this Commission and suggested it might be well to consider appointments to this <br /> Commission at that time . ( Memo 11/25/69 ) <br /> Councilman Petersen reported on Civil Defense organization meeting which he had <br /> attended at Mayor ' s request last week , where discussion held concerning available <br /> shelters in County , and suggestion which was made to pay the legislative member of <br /> each City the sum of $50 . 00 for attending such meetings in order to increase <br /> attendance . <br /> Councilman Keckley moved to adjourn , seconded by Councilman Henderson and carried . <br /> Meeting adjourned at 11 : 25 P . Louis Scherer , <br /> Planning Director Ken Schroeter , Chief Building Official Charles Gyselbrecht , and <br /> Secretary Frances Ozzanto . <br /> Councilman Keckley moved to approve Minutes of Regular Meeting of November 24 , 1969 , <br /> as mailed , seconded by Councilman Arnett and carried . <br /> Presentation of Special Citation from American Red Cross to Captain Eugene Paridy , Fire <br /> Department , was made by Joe Baylis , Chairman of the Board , Sequoia Region , American <br /> Red Cross . Mr . Baylis related the circumstances which earned Captain Paridy the <br /> Certificate of Merit , which is the highest life -saving award given by the American <br /> Red Cross and is rarely presented . Responding to emergency call involving four-month <br /> old Michael Vassigh , who had stopped breathing , Captain Paridy persisted in his <br /> efforts to revive the infant until his recovery was assured . Mayor Bury commended <br /> Captain Paridy on behalf of Council and the community , expressing pride in the <br /> Fire Department , and particularly in Captain Paridy . <br /> Progress Report - Mr .
