1) <br /> Mr . William Royer , 1047 Whipple Avenue , reported that <br /> Local Agency Formation Commission originally , after <br /> reviewing his application , felt subdivision should not be <br /> allowed and recommended property should be annexed to <br /> Redwood City . Meanwhile , however , the sewer connections are the <br /> main concern . The lot before the County is 8800 square feet ; a <br /> lot containing 7500 square feet already has sewer service ; there <br /> are two 10 , 000 ft . lots on the hillside portion of the property , <br /> and one lot containing 19 , 400 square feet , proposed to be divided <br /> in two . <br /> Councilman Arnett requested an explanation of the legal technicalities preventing <br /> the annexation of the property , and City Attorney responded that the statutes pro - <br /> hibit formation of an unincorporated " island " surrounded by incorporated territory . <br /> Further , there is a requirement for maintaining a corridor no less than 200 feet <br /> in width connection incorporated territory and annexation would create an unin - <br /> corporated " island " . However , he added , there are exceptions to this provision , <br /> when there is no possibility that the land could be annexed to any City surrounding <br /> the island . Councilman Arnett indicated there had been a bill in the last legislative <br /> session which would have provided for automatic absorption into incorporated territory <br /> of an area if it became an unincorporated " island " , but the City Manager advised <br /> the bill did not come out of Committee , and believes it will be again on the 1970 <br /> legislative agenda . <br /> It was recognized by Council that Mr . Paul. Thieme , a portion of whose property is <br /> that which is now owned by Mr , Royer , had a standing request for annexation , in the <br /> event that became possible , City Manager noted this is a condition of the agree - <br /> ment for sewer connection . <br /> Director of Public Works referred to a projected slide , indicating the four parcels <br /> under the previous Thieme agreement , and overlay illustrated the proposed subdivision . <br /> It was noted it appeared the lot standards are compatible with City requirements . <br /> Councilman Arnett expressed concern regarding the need to continue to approve <br /> exceptions . It was felt that Council may want to recommend to LAFC that respective <br /> conditions be waived to permit annexation , and that when all facts are before that <br /> Commission , these may be sufficient to justify annexation . There was concern <br /> whether it would be premature to act on this request for sewer connections if the <br /> matter being referred to LAFC , and City Attorney stated the sewer connection permit <br /> can stand on its own ; the applicant can request the permit whether it is possible to <br /> annex , or not , and therefore it would be appropriate to take action . <br /> Motion carried on roll call vote . <br /> Mr . Royer offered to submit a letter if Council felt <br /> that would be desirable in making the approach to LAFC , <br /> as he was willing to annex to City . <br /> Councilman Arnett made the motion to direct Staff to convey to LAFC the request of <br /> Council that effort be made to have waived certain provisions prohibiting annexation <br /> of the property of Mr . Thieme and Mr . Royer , seconded by Councilman Rosselli and <br /> carried .
