� 6 <br /> Mr . Reiter noted the several meetings attended and that in discussions , Euene A . <br /> Gulledge , newly appointed Commissioner of FHA , indicated he had observed the <br /> construction in Redwood Shores and in his opinion was the best he had seen in <br /> the category , and Mr . Reiter added that he had pointed out this had been accomplished <br /> by careful planning in all stages of activities . Commissioner Gulledge apparently <br /> understands the problem , having formerly been a builder , himself ; now needs <br /> data on the dikes not reported on. by Corps of Engineers . Reported on meeting with <br /> U . S . Geological Survey officials , who indicated their proposal for a study in <br /> 1967 did not mean to imply the City ' s Seismic Study was inadequate . Further , <br /> they are very busy on other work and not " awaiting " the call to proceed with <br /> studies on Redwooc Shores and noted that USGS was unable to cite any study conducted <br /> on similar situations on comparable developments except in connection with <br /> nuclear power sites . Later , the group met with the Government Operations staff <br /> to whom financial guidelines of the District were explained , as well as the property <br /> tax structure in California , which apparently differs s radically from the situation <br /> in the eastern States . Also , apparently it was difficult for them to under - <br /> stand why PHA approval was necessary and virtually impossible for development to <br /> proceed without it and then conventional home loan market situation was explained <br /> to them . Later , he and William Moore met with Dr . John Steinhart of the Office <br /> of Science and Technology , who appears to be well informed about Redwood City , <br /> but is concerned about settlement and subsidence and Mr . Reiter felt this this <br /> aspect would require further follow -up by Mr . Moore and himself . Following this <br /> they met with Corps of Engineers personnel who had seen no letter requesting <br /> supplemental information from FIFA . The following day they again met with the <br /> Government Operations Committee ' s counsel , discussed soils , subsidence and related <br /> matters , as well as clarifying the role of DMJM and Dames 8r Moore relative to <br /> the Seismic Report . They indicated had not seen the Corps ' report and were waiting . <br /> to hear from FHA . Mr . Reiter concluded that he felt the meetings extremely worth - <br /> while and that certain misconceptions had been cleared up . Also , that it was <br /> helpful to know the individuals working on the problem . <br /> City Attorney related his meeting with Messrs . Freid and Wasserman , Counsel to <br /> the Subcommittee , whose purpose was to place the case before the Subcommittee ; <br /> hopefully , with further exchange of information , they will be in a position to <br /> proceed , and indicated they will retain an open mind as far as recommendations <br /> are concerned and appreciative of discussions held on financial and engineering <br /> aspects of the project . <br /> City Manager noted that from the Staff ' s viewpoint , the feeling was the meetings <br /> were valuable and the hope was that the effort expended would have concrete <br /> results in the next few weeks . <br />
