5E3 <br /> City , who read aloud a letter she had written last year , in Spanish , which had <br /> been translated to English for her . The letter described her having met Mrs . <br /> Gillaspy 3` years earlier , when Mrs . Esqui_ vel was able to communicate only in <br /> Spanish , and that she was persuaded to begin English classes at the Center , and <br /> expressed her m ` <br /> ex <br /> p gratitude for the many ways in which the Center gave her assistance <br /> and provided transportation to enable her to attend the classes . Her younger <br /> child attended the preschool classes and thus was better able to make the adjust - <br /> ment when the time came to enter public school_ , The Center has <br /> provided the means <br /> for better understanding , has broadened her interests , and opened the way to <br /> higher education . <br /> Mr . Albert Moreno , 283 Myrtle Street , explained to Council that he is a member <br /> of the Board of Directors , concurred in Mrs . Esqu i. vel_ ' s enthusiasm for the Center <br /> and belief In its importance to the Spanish - speaking people of Redwood City . <br /> The presentation went on to describe the frustrations of their --fur . <br /> razs �. <br /> .. d ng efforts , <br /> that agencies approached usually respond that no funds are available , but tell <br /> them to continue doing a good job . The Spanish -speaking people , it was stated , <br /> do not ask for very much , but do need the Play Center . <br /> Councilman Rosselli_ inquired if the necessary documents had been prepared by the <br /> Attorney in anticipation of possible action . City Attorney advised that resolution <br /> had been drafted relative to an agreement , however , noting the request has been <br /> modified from a $ 5 , 000 contribution to an annual appropriation of 31 , 000 , the <br /> documents will need revision . He added that the Council cannot commit future <br /> _r <br /> e <br /> Councils , but that the matter can be reviewed annually . it would be necessary , <br /> furthermore , that the Council find that activities are of general value to the <br /> residents of the whole of the community . <br /> In additional discussion by Council , it was learned that the Gemco Scholarship <br /> Fund granted this Center annual funds of between two and three hundred dollars , <br /> based on investigations that determined the merits of the Center , and this is <br /> expected to continue . Mrs . Gii laspy noted that financial support by the City would <br /> lend the confidence needed in asking other agencies for funds , and further , would <br /> alleviate the year - to -year struggle to maintain the program . <br /> City Attorney indicated the three actions necessary if the intention i s to appro - <br /> priate funds : A resolution commending the organization ; . <br /> s resolution approving <br /> the agreement , and a resolution appropriating the funds . <br />
