Motion carried on roll call vote , Councilman Arnett being noted <br /> absent . <br /> Councilman Keckley moved to adopt RESOLUTION NO . 5867 APPROVING CONTRACT DOCUMENTS <br /> AND SPECIFICATIONS FOR 1968 -69 DEWATERING PROGRAM FOR REDWOOD CITY GENERAL <br /> IMPROVEMENT DISTRICT N0 , 1 -64 ; AND AUTHORIZING CITY CLERK TO CALL FOR BIDS <br /> THEREFOR , seconded by Councilman Rosselli , <br /> Mr . James Reiter responded to Council questions regarding the dewatering , pre - <br /> ,-. <br /> senting a drawing , and explained that the method is to drain in a waffle pat- <br /> tern, collecting water to central points , then pumping it out . Motion carried <br /> on roll call vote , Councilman Arnett being noted absent . <br /> Report of Council Committee on Safety Workers Disability Benefits , was presented <br /> by Councilman Weymouth , Chairman , who reported of Staff meeting in Sacramento <br /> with State Retirement System officials , as outlined in his written report to <br /> Council , He stated the options open to the City would be either acceptance <br /> of the State System, rejection , acceptance of a private insurance carrier , or <br /> self - insurance . Expenditure under the State program would amount to approxi - <br /> mately $ 72 , 000 and it was determined after investigation that a coverage under <br /> a private insurance carrier would probably cost more . than :. the State ' s program . <br /> Analysis of a self -insuring program would require actuarial study for which <br /> the City is not staffed . <br /> Council questioned if members of the Safety Worker ' s Committee was represented <br /> in the meetings , and it was determined they had met with theStaff only . Re - <br /> presentatives of the Police and Fire Departments did meet in the City kManageris <br /> office to discuss the Sacramento meeting , and that following the meeting with <br /> State officials , they were advised of the findings , basically as set forth in <br /> the Committee ' s report . <br /> Councilman Weymouth continued that , while the first year cost would be approximately <br /> $ 72 , 000 , the following year would be $ 80 , 000 under the State program . Council- <br /> man Weymouth advised Committee would like to investigate self - insurance plan , <br /> however , in the event of on-the - job injury , there is no previous experience on <br /> which to determine cost . <br /> Councilman Arnett returned to the meeting at 8 : 27 P .M . <br /> There was mention of reducing retirement age , but this question had not been <br /> considered by the Committee , since it was not relevant to their assignment . <br /> It was suggested that an additional 30 days be allowed for further study , but <br /> that decision should not be delayed too long . It was believed that self - in- <br /> surance should be investigated , and suggested that self -insurance might not <br /> necessarily be a permanent matter , but interim coverage , until the State program <br /> might be later modified . After further discussion by Council City Manager <br /> advised that no inquries have been made as to organizations who might conduct <br /> an actuarial study , but there are people available for this , and believed 60 <br /> to 90 days would be necessary to do a thorough study at an estimated minimum <br /> cost of $ 2 , 000 . <br />
