i ) 0 <br /> He advised the Sewer System Improvements were completed , with the exception of <br /> the Veterans Boulevard Interceptor line , and work having to do with the Pump <br /> Station and Outfall Line for affluent to deep water , all a part of the Strategic <br /> Consolidated Sewage Plan ( SCSP) and for which plans were hoped to be completed <br /> by June 34th . <br /> He stated it was noteworthy that the completed storm drain improvements , con- <br /> sisting of a major portion of the improvements under the three Districts , had <br /> significantly proved their worth during this extremely stormy season . He ad- <br /> vised that the improvements proposed for award of construction bid at this <br /> meeting covered the Southwest area storm drains ( SD-27 ) and of the two remain- <br /> ing storm drain projects to be completed , one of which will be accomplished when <br /> Woodside Road widening is commenced by the State , and the additional creek im- <br /> provement ; projects in specific areas which he detailed on the map and advised <br /> were ready for scheduling of improvements , or were awaiting a determination on <br /> extent of improvements to be made . <br /> He noted one other area in the Emerald Branch channel improvements where he was <br /> hesitant to proceed as it included a part of County area . <br /> He summarized by stating all the improvement work which had been proposed under <br /> these three improvement Districts to this point were ahead of , or on schedule , <br /> and through fortunate bids throughout on all of the construction work , a sur- <br /> plus of funds could be expected which could be used to make other improvements <br /> not included earlier because of shortage of funds , and will be a matter of <br /> City policy as to how the surplus funds will be used hereafter . <br /> Councilman Petersen felt policy for upsteam creek improvements in the Fernside <br /> area , etc . , had been fully settled by Council and through meetings with the <br /> property owners , as to manner in which these improvements were to be made in <br /> order to preserve the distinctive creek atmosphere they value . He felt Staff <br /> is in a position to proceed with these improvements without further guidance . <br /> City Manager advised this point had been recently discussed with Mr . Adamson <br /> and his Staff, and Council ' s policy , as established fairly early in the project , <br /> had been reviewed but it had been thought best that a series of Staff level in- <br /> formation clinics be held with these property owners before attempting to pro - <br /> ceed so that they would know exactly what is planned . He assured Council im- <br /> provements to be proposed would correspond as closely as possible to criteria <br /> set by them for improving these creek channels where no water problems exist , <br /> and where property owners had beautified these areas , but that there were a <br /> few instances where trees might have to be removed when growing in a creek . <br /> In reply to question whether creek areas in Downtown section around James <br /> Avenue were proposed for further improvements , such as covering to make useable <br /> land , Mr , Adamson advised it was hoped these improvements could be achieved later . <br /> rIB 17 .69 <br />
