269 <br /> City Clerk reported one letter of protest to the annexation had been received <br /> from <br /> James R . Philbrick , 3803 East Lake Way , ( Lot 10 , Block 204 ) <br /> stating his request to cast a negative vote against annexa - <br /> tion ( communication read in full ) . <br /> City Clerk advised value of land and improvements covered by this protest <br /> amounted to $6 , 295 . 00 , or a 29 . 18% protest of the total assessed valuation <br /> of the area proposed for annexation . It was noted this communication had <br /> been received before the informational meeting held with property owners on <br /> February 4th , and that no communication had since been received from this <br /> protestant . <br /> Mr . Paulsen , owner of Lot 5 in the proposed annexation , <br /> advised of the inadequate water pressure in the area <br /> and questioned whether more water could be made avail - <br /> able after property annexed to City . <br /> Director of Public Works reported there was only a 2 " water line in this <br /> particular area which was very substandard compared to other City lines , and <br /> it was hoped that when this area annexed an assessment district might be formed <br /> in order to install adequate improvements . City Manager advised how improve - <br /> ments were normally made at the request of property owners of an area and that <br /> Staff would be happy to work with them in this instance to see what might be <br /> done to install the needed improvements . <br /> There being no further communications or oral protest , Councilman Petersen <br /> moved to close the public hearing , seconded by Councilman Rosselli and carried , <br /> Councilman Arnett moved to adopt RESOLUTION NO , 5903 BEING RESOLUTION OF THE <br /> COUNCIL OF THE CITY OF REDWOOD CITY FINDING AND DETERMINING THAT PROTEST TO <br /> THE PROPOSED ANNEXATION TO THE CITY OF REDWOOD CITY OF CERTAIN UNINHABITED <br /> TERRITORY DESIGNATED AS "HAMILTON WAY ANNEXATION " HAS NOT BEEN MADE BY OWNERS <br /> OF ONE -HALF OF THE VALUE OF PRIVATE PROPERTY WITHIN SUCH TERRITORY AS SHOWN <br /> BY THE LAST EQUALIZED ASSESSMENT ROLL, NOR BY THE OWNERS OF ONE -HALF OF THE <br /> VALUE OF PUBLICLY OWNED PROPERTY WITHIN SAID TERRITORY AS DETERMINED BY SAID <br /> COUNCIL, seconded by Councilman Rosselli and carried unanimously on roll call <br /> vote . <br /> Councilman Keckley moved to introduce Ordinance of the City of Redwood City approving <br /> the annexation to theCity of Redwood City of certain uninhabited territory de - <br /> signated "Hamilton Way Annexation " and herein described , and herein annexing <br /> said territory to said City of Redwood City , seconded by Councilman Henderson <br /> and carried . <br /> Councilman Petersen moved to adopt RESOLUTION NOr;. 5904 ESTABLISHING ROUTES OF TRAVEL , <br /> HOURS OF OPERATION AND RATES OF CHARGE FOR THE MUNICIPAL TRANSIT SYSTEM; AND <br /> REPEALING RESOLUTION NO. 5762 , seconded by Councilman Arnett . <br /> Discussion held by Council members on Transportation Committee ' s recommendation <br /> to reduce student fares to 10$ between the hours of 7 : 00 to 9 : 00 a . m . and 3 : 00 <br /> to 4 : 00 p . m . , suggestion being made to extend afternoon period to two hours be - <br /> tween 2 : 00 and 4 : 00 p . m . Councilman Petersen , Chairman of the Transportation <br /> Committee , advised of the study made which had resulted in the present recom- <br /> mendation , particularly to avoid conflict with commute traffic hours and pa - <br /> trongate . Councilman Rosselli , also a member of the Transportation Committee , <br /> advised how recommendation on scheduling based a lot on experience of Servicar <br /> operators and this recommendation thought best for a first attempt , and could <br /> be changed later if necessary .
