Motion carried on roll call vote . <br /> Councilman Weymouth moved to adopt RESOLUTION NO , 5916 GRANTING CONDITIONAL SEWER CON- <br /> NECTION PERMIT TO PREMISES SITUATE OUTSIDE CITY LIMITS PURSUANT TO SECTION 27 . 21 . 1 <br /> OF THE CITY CODE ; AND STATING CONDITIONS THEREOF AND FEES THEREFOR ( PERRIN) , <br /> seconded by Councilman Keckley . <br /> Staff report stated sewer and water connections requested by Mr . Perrin for Lot <br /> 6 , Block 18 , Oak Knoll Manor , being parcel lying within the corridor giving ac - <br /> cess to unincorporated territory , and therefore cannot be annexed until such time <br /> as Kensington Square and the rest of the corridor is annexed to the City . It <br /> was noted lot is adjacent to 2813 Brewster , and the owner desires to construct a <br /> home on the property and indicated his willingness to pay the required fees . <br /> Staff recommended approval , subject to the usual fees . <br /> Councilman Petersen felt Council policy needed clarification for Staff guidance in <br /> these matters and suggested both service connections outside City Limits and an- <br /> nexation policy be made an Agenda item for firming up such policy in the near future . <br /> Council discussed their preference for large area annexations , but acknowledged <br /> the necessity of considering each application on its merits . <br /> City Manager advised of Mr . Perrin ' s willingness to apply for annexation as one of <br /> the conditions of the permit , if granted . Motion carried on roll call vote , Council - <br /> man Arnett , Henderson , Petersen , and Weymouth voting yes , Councilmen Keckley, Rosselli <br /> and Mayor Bury voting no . <br /> Councilman Arnett felt previous discussion and points raised on outside sewer con- <br /> ._ <br /> nection requests and annexation policies indicated the need for a Staff report on <br /> 118 24 '69 <br />
