2 7 <br /> He also noted FHA requirements for rear line fencing where housing backed up to <br /> highways . <br /> Mr . Allan Ribera illustrated the fencing concept proposed <br /> and described the objectives sought because one of the <br /> problems of the area resulted from uneven settling of the <br /> ground . He detailed how colored concrete panels had been <br /> suggested and linked together in offset patterns for the <br /> entire fencing , which would overcome irregularity from <br /> eventual sagging due to settling of ground , He stated <br /> wood 'fdncing would have to be replaced every 30-40 years , <br /> whereas this type would endure indefinitely and be less <br /> expensive in the long run , as less maintenance involved and <br /> better lasting appearance than wood fencing . He further <br /> detailed the fencing proposed as to the heights of 7 ' -8 ' <br /> designed in scale and relationship to landscaping; prelim- <br /> inary cost estimates of $ 10- =Sl2 per lineal foot, in contrast <br /> to wood fencing estimated at 6748 . <br /> He advised the Urban Design Committee had approved the pro - <br /> posed fencing and if Council concurred they were ready to <br /> proceed with this final design being made ready to go to <br /> bid . He noted the fact that besides this type of fencing had <br /> been designed for a section of 300 ' for the first subdivision <br /> housing which could be used in other model home areas where <br /> needed as an interim measure . <br /> Council was advised total cost estimates not available at this time , discussed time <br /> element for construction , if approved , etc , <br /> Mr , John Sue depicted area involved for the first design <br /> stage of neighborhood park for Dolphin Subdivision #1 and <br /> Marlin Subdivision #1 . He detailed the three design schematics <br /> made for the park area adjacent to Dolphin Subdivision with <br /> the problems arising from wind, soil salt , ground water , and <br /> particularly tweed for surveillance , Each plan design described <br /> as to use of space , orientation to adjacent area and major use <br /> by neighborhood . No restroom facilities or office space pro - <br /> posed because thought to be too small for a programmed recre - <br /> ational setup . He noted particularly how one design would in- <br /> clude their recommendation for either acquiring an additional <br /> lot by purchase or exchange of property to enlarge park area . <br /> In reply to Council concern expressed for lack of restroom facility in any type <br /> of park planned for use by children , Mr . Sue advised he agreed in principle but <br /> stated this particular park only marginal in size and more of a "green belt " type <br /> park, and restroom facilities and maintenance difficult to justify . Mr , Ribera <br /> advised that to add such facility would increase cost by some $ 8 , 000 . <br /> Council concern expressed also for total planning proposed , Mr . Ribera explained <br /> how all of their planning designs for park areas would be developed in long range <br /> for stage development phasing , and entirely up to City for final decision on prior- <br /> ity . <br /> Mr . Sue thereafter described planning design for the School <br /> site park area adjacent to Marlin Subdivision #1 , and detail- <br /> ed how area had been planned after consultation with Staff , <br /> Park and Recreation Commission , and with the School District <br /> representatives . He depicted school site placing , recreation- <br /> al building, swim pool , with variations , etc . Mr . Ribera also <br /> advised this proposed development would be finally designed for <br /> stage phasing and reviewed other developments they had so plan- <br /> ned in other areas . <br /> City Manager advised Council that up to this time City was in no manner near an <br /> agreement with the Belmont Elementary SchoolDistrict relative to joint use of <br /> this property , but Staff was continuing in an attempt to work out a plan which <br /> would be of benefit to both entities , He also advised this property had not <br /> yet been acquired by the School District for a school site , but have indicated <br /> this is the site they are interested in and will acquire by condemnation , if <br /> necessary . <br /> le 10 '69 <br />
