advised such opportunity would be permitted . Discussion held concerning this
area presently being a problem area because of heavy congested traffic and over-
load of on- street parking because of apartments and narrow streets . Councilman
Keckley commented on excellent design quality of this proposal , need for such
facilities in communities , but that definite regulations should be set covering
parking , density , zoning , etc . , as felt in this particular instance density a
little too great for the property , but restrictions on density and adequate park-
ing could be made during granting of Use Permit if rezoning granted .
Mr . Wood stressed point that density proposed only covers
50% of the parcel , parking proposal provided for 41 park-
ing spaces , higher than in most cases in the Bay Area for
such developments , and other details of theirproposed pro -
ject .
Mr . Ehlers , owner of apartments across the street at 1141
Whipple Avenue , opposed this proposed project mainly be -
cause of the parking problems now present on this street
and the heavy traffic flow .
Further questioning held concerning possibility of adding restrictions for
Planning Commissionts consideration during their hearing on Use Permit applica-
tion , should rezoning be granted .
City Attorney advised rezoning consideration only before the Council at this time ,
but that Council could indicate a policy after this public hearing by a report
to the Planning Commission .
In reply to questions as to effect of project should re -
duction in density be required during a Use Permit con-
sideration , Mr . Wood indicated project would not be fea-
sible for any appreciable reduction in density .
Councilman Rosselli moved to close the public hearing, seconded by Councilman
Henderson and carried .
Councilman Rosselli moved to introduce Ordinance adding Section 60 . 11 . 1 to Ordinance
No . 1130 , the Redwood City Zoning Ordinance , rezoning property in the vicinity
of what is commonly known as 1122 Whipple Avenue , seconded by Councilman Keckley .
Councilman Arnett expressed his intention to oppose this rezoning because he
felt none of the uses which would be allowable under the T-Combining District
would be appropriate for this particular area .
Councilman Keckley felt this type of larger convalescent home is needed and should
rightfully be considered in residential areas or planned medical complex areas ,
now under study around Sequoia Hospital and under General Plan studies , but felt
primary concern for tremendous traffic volume on Whipple Avenue , He stressed
the point , however , that if an allowable apartment of 75 units was constructed
here , that more traffic and on-street parking would be generated than with this
proposed development , and he , therefore , would support the rezoning requested .
Councilman Henderson expressed concerns for proposed project at this site ,
should rezoning be approved , and trusted if a Use Permit were to be considered
before Planning Commission , applicant would work with Staff in areas of concern
which had been discussed .
iv .69
