Blair also advised of the first briefing which had been <br /> given to the Board of Directors of Leslie Salt Company this <br /> date covering the full historical review of the project , the <br /> financing program and the mechanics of the bonding program . <br /> Mr . Blair concluded his report by informing Council that the <br /> preliminary work for next bond prospectus and bond program for <br /> the " Dt` Series Bonds would be submitted to the Council shortly . <br /> He also assured Council since rainy season now apparently ended <br /> faster progress would be made in the construction phase from <br /> now on . <br /> In reply to Council questioning effect to project from delays <br /> caused by extreme rainy season , Mr . Blair indicated no serious <br /> problems foreseen . Although home construction had been delayed , <br /> it was felt more acceleration would take place from here on and <br /> residents could be expected in area by midsummer . He admitted <br /> delay on some improvements would somewhat affect the assessed <br /> valuation in bonding program . <br /> City Manager stated it would be apparent in the tiD ,t Series bonds prospectus there <br /> has been some reduction in the bonding capacity of the District for this construction <br /> period as a result of not being able to get all the projected improvements on the <br /> ground , in effect not being able to spread some 3 , 8 million still left in " C " bond <br /> series physically into improvements . He stated this slippage would be levelled in <br /> the "D " Series Bonds bonding capacity , and in order to adhere to guidelines adopted <br /> by the Council , will make a material increase in what Leslie participation will have <br /> to be . He advised of the studies being made now on examining priorities on needs <br /> of both developer and District in order to permit the developer to proceed on sales <br /> and development , and allow the District to complete public works aspects . <br /> Continued PUBLIC HEARING , Laurel Way Annexation declared open . City Clerk announced com- <br /> munication had been received since preparation of the Agenda from <br /> Mr . and Mrs . Henry Miller ( owners of Portion Lot 5 , Block 29 , <br /> Oak Knoll Manor ) stating their wish to withdraw their protest <br /> against the Laurel Way Annexation proceedings . <br /> City Clerk advised this withdrawal , amounting to 20 . 65% of the total assessed valua - <br /> tion of the area , would now bring the total protest down to 41 . 010 of the total <br /> assessed valuation . <br /> City Clerk reported another communication had been received since last continued <br /> public hearing from one of the proponents relative to his request for an early deter- <br /> mination on a sewer line and questioned whether it should be considered as a part of <br /> this public hearing . City Attorney advised communication could be accepted in the <br /> record . <br /> Charles I . Durkee , 1340 Sierra Street ( owner of Lots 8 , 9 , 10 , <br /> 11 , Block 8 , Highlands of Emerald Lake Subdivision /f1 ) , urging <br /> extension of a sewer line from Glenwood Avenue along a City ease- <br /> ment to the edge of his property . <br /> William Holtman , 3765 Laurel Way , questioned procedures for further <br /> improvements after annexation , as he understood the procedure to be <br /> by Assessment District . <br /> City Manager advised of the necessity of an assessment district being formed by the <br /> property owners for further improvements , but stated Mr . Durkee ' s property could not <br /> be served from Laurel Way hence his request being made for the connection from Glen - <br /> wood Avenue . Director of Public Works advised his Department was working with Mr . <br /> Durkee and that , if sewer connection made , it would be on a cash basis . <br /> There being no further communications or oral protest , Councilman Petersen moved <br /> to close the public hearing , seconded by Councilman Arnett and carried . <br /> APR 7 139 <br />
