2 913
Councilman Petersen moved to adopt RESOLUTION NO , 5943 BEING RESOLUTION OF THE
COUNCIL OF THE CITY OF REDWOOD CITY FINDING AND DETERMINING THAT PROTEST TO THE
PROPOSED ANNEXATION TO THE CITY OF REDWOOD CITY OF CERTAIN UNINHABITED TERRITORY
DESIGNATED AS " LAUREL WAY ANNEXATION " HAS NOT BEEN MADE BY OWNERS OF ONE -HALF OF
THE VALUE OF PRIVATE PROPERTY WITHIN SUCH TERRITORY AS SHOWN BY THE LAST EQUALIZED
ASSESSMENT ROLL, NOR BY THE OWNERS OF ONE-HALF OF THE VALUE OF PUBLICLY OWNED PROP -
ERTY WITHIN SAID TERRITORY AS DETERMINED BY SAID COUNCIL, seconded by Councilman
Arnett and carried on roll call vote , Councilman Weymouth being noted absent .
Councilman Rosselli moved to introduce Ordinance of theCit , of Redwood City approv -
ing the annexation to the City of Redwood City of certain uninhabited territory
designated " LAUREL WAY ANNEXATION " and herein described , and herein annexing said
territory to said City of Redwood City , seconded by Councilman Henderson and carried .
Councilman Keckley moved to adopt RESOLUTION NO , 5944 OF THE CITY OOUNCIL OF THE CITY OF
REDWOOD CITY CONSENTING TO THE COMMENCEMENT OF PROCEEDINGS FOR THE ANNEXATION OF
CERTAIN INHABITED TERRITORY DESIGNATED "LAKEVIEW WAY ANNEXATION NO . 2 " , seconded
by Councilman Rosselli .
Staff reported Council had previously referred the petition of the proIrty owners
to the Planning Commission for recommendation and Commission had submitted their
report recommending in favor of the annexation . It was also noted that since the
area , consisting of 21 parcels , is inhabited , it will be necessary to adopt this
Resolution consenting to the commencement of proceedings and which is to be f or-
warded to LAFC with the application . In reply to questioning of prezoning proced-
ures , Planning Director advised both this proposed annexation and that of Laurel
Way Annexation were to be considered for prezoning at public hearings to be held
by the Planning Commission at their next meeting . Motion carried on roll call
vote , Councilman Weymouth being noted absent .
Councilman Keckley moved to adopt RESOLUTION NO , 5945 REQUESTING EXCLUSION OF A PORTION
OF ANNEXED TERRITORY KNOWN AS "EDGEWOOD ROAD ANNEXATION NO , 1 " FROM EMERALD LAKE
HEIGHTS SEWER MAINTENANCE DISTRICT , seconded by Councilman Arnett ,
Staff reported the annexation of this property has been completed and LAFC had
made this withdrawal of one parcel ( 1505 Edgewood Road - Gino Rossi ) a condition
of their approval of the annexation . Motion carried on roll call vote , Council -
man Weymouth being noted absent .
Councilman Arnett moved to adopt RESOLUTION NO , 5946 REQUESTING DEPARTMENT OF FINANCE
OF THE STATE OF CALIFORNIA TO PREPARE AN ESTIMATE OF POPULATION INCREASE AND AP-
PROVING AND AUTHORIZING EXECUTION OF AGREEMENT BETWEEN CITY AND DEPARTMENT OF
FINANCE . STATE OF CALIFORNIA , PROVIDING FOR PREPARATION OF SUCH ESTIMATE BY THE
DEPARTMENT OF FINANCE AND PAYMENT THEREFOR BY CITY, seconded by Councilman Rosselli ,
Staff reported City had executed an agreement with the County of San Mateo regard-
ing the financing of the Census , but this agreement also required by the State
Division of Finance , and that if any costs involved would be paid from the amount
already appropriated for this activity .
City Manager advised the census presently under way is a special physical enumera -
tion as opposed to the other type of census estimate made at special intervals
by the State Department of Finance when requested .
City Manager stated this particular census now in progress is an actual house by
house count with certain other information being gathered , similar to that of the
Federal Census to be made in 1970 . He stated also this census had been originally —
instigated at request of the County in order that they might update the physical
count of the County to get their proportionate share of in lieu taxes .
He reviewed our agreement with County protecting Redwood City from any loss if
enumeration count less that last population estimate from the State at 58 , 200 in
1966 .
.69
