299
A .B ,524 ( referred to Council originally for consideration by the author , Assembly -
man Quimby ) relating to regulation of apparel of waiters , waitresses , etc * , by
local agencies . Recommended for no action being taken , as felt to be more appro -
priately concern of State Legislature .
Councilman Henderson announced the Legislative Committee was to meet again on the
following day to review additional pending legislation . Councilman Rosselli
questioned whether Committee had consulted with any of City ' s concerned representa -
tives on legislation proposed for reducing retirement age of police and fire per -
sonnel to 50 years , as this legislation had been proposed each of the last four
years and might eventually have to be faced as an actuality . He indicated he
would rather hold any recommendation on this proposed bill until further informa -
tion available ,
Councilmen Henderson and Arnett both discussed the consideration which had been
given to this particular legislation as proposed and detailed reaons why it was
recommendation of the Committee that it be opposed in its present form, Council -
man Arnett stating his major opposition to proposed bill being lack of a stated
length of service before retirement at age 50 .
Kerins O ' Connor , member of City ' s police force , disputed
statement that proposed legislation lacked length of ser-
vice requirements before retirement at age 50 . He also
advised that even though League of California Cities op -
posed this proposed legislation , they had endorsed a pro -
posed California Highway Patrol bill which was almost i -
dentical to this .
Further discussion held concerning review which had been made of this particular
proposed legislation and of the other Council Committee still reviewing the possi -
bility of added fringe benefit regarding additional disability benefits for safety
workers , all resulting in further cost considerations which must be taken into
account by Council in their responsibility to citizens as a whole .
Councilman Arnett stated his review of League of California Cities ' data on this
bill did not include the information on length of service but would search other
information available , but indicated this point still would not change his opposi -
tion to this proposed legislation which was mainly based on the financial aspect
implied ,
Councilman Petersen moved to accept report and recommendation of the Legislative
Committee as submitted , seconded by Councilman Arnett . Councilman Rosselli moved
to amend the motion by excluding Committee ' s recommendation to oppose A ,B , 374
and hold a recommendation on this particular legislation until information received
from Staff . No second to amendment motion , After an indication being made that
Council ' s opposition to this proposed legislation would not preclude Council from
further action or discussion on this matter , motion carried , Councilman Rosselli
voting no . ( MINUTE ORDER #69-56 )
Councilman Rosselli moved to adopt ORDINANCE NO , 1130 . 94 , ADDING SECTION 60 . 20 . 1 TO
ORDINANCE NO , 1130 , THE REDWOOD CITY ZONING ORDINANCE , REZONING PROPERTY IN THE
GENERAL VICINITY OF TWIN DOLPHIN PARKWAY , MARINE WORLD PARKWAY , AND BRIDGE PARKWAY ,
BEING PORTIONS OF TENTATIVE MAP OF MARINA PARK NO . 1 , seconded by Councilman Arnett
and carried on roil call vote , Councilman Weymouth being noted absent .
i.?
