Bacon Company protesting award of bid which was made on the Aerial Tower , on basis that they were convinced their bid was lowest and met City ' s specifications , whereas equipment of Company receiving the award failed to meet the specifications in at least two major cat - egories . Councilman Rosselli moved to refer this communication to Staff or investigation and that Council be informed of the results , seconded by Councilman Henderson and carried ( MINUTE ORDER #69 -59 ) . Notification from County Engineer ' s office on briefing to be held before the Board of Supervisors on the San Francisco Bay -Delta Water Quality Control Program by Senior Staff Personnel of the Program , on April 10 , 1969 , 10 : 00 A . M . , and inviting City Council to be pre - sent or represented . Mayor Bury commended all City safety workers for their emergency control duties in past few days and expresed appreciation of whole of community in their efforts for a maximum use of Staff and equipment .
