311 <br /> He added that after working with City Staff and Leslie , they have come up with <br /> planting design along parkways wherein plantings along edge would be heavy , with <br /> center areas having Lowe r density plantings , for the purpose of providing wind - <br /> break for the community , and would create feeling of space in parkways . Eucalyptus <br /> trees and conifers would be used for this purpose . In summary , fencing , with the <br /> passage of time , would become less important , as the landscaping matured to take <br /> over . <br /> Question raised regarding length of time for planting to achieve growth , and it <br /> was stated height of 8 ' could be anticipated within about three years , as a rule , <br /> but in Redwood Shores might require double that . <br /> In concluding the discussion , Mayor Bury requested a report by Mr . Sue as to utili- <br /> tarian and cost comparisons . ( Memo 4/29/69 ) <br /> Councilman Keckley moved to introduce Ordinance amending Section 3 . 147 of the Code of <br /> the City of Redwood City , relating to extension of time period for removal of non- <br /> conforming signs and the procedure for obtaining approval therefor , seconded by <br /> Councilman Weymouth . <br /> Chief Building Official reported that as present ordinance is written, nonconform- <br /> ing signs were to have been corrected , removed or remain in place as of July 1 , <br /> 1968 , Persons notified had 10 days in which to appeal for extension of time ; how - <br /> ever , Building Department has never issued notices in the past . Enforcement had <br /> been impractical due to lack of staff , This amendment is primarily to establish a <br /> procedure for obtaining extension of time to correct a nonconformance . <br /> City Attorney stated , to clarify the provisions of proposed ordinance , that the <br /> present code provides extension may be granted , but does not provide procedure for <br /> notifying owners . Referring to Council discussion regarding 5 or 10 year extensions <br /> to amortize sign , he advised ten-year extension is maximum allowable , and is at the <br /> discretion of Council . The amended ordinance will provide for notifying owners , <br /> and will also strengthen the City ' s legal position in enforcing compliance . Motion <br /> carried on roll call vote . <br /> Resolution establishing procedure for filing annual statement of personal financial inter- <br /> ests of Council members was provided in draft form to Council earlier for study , and <br /> placed on agenda for this meeting by Council action on April 21 . <br /> Councilman Keckley made a brief statement discussing reasons for drawing up this <br /> proposed resolution , Considerable discussion followed , in which proponents expressed <br /> belief that disclosure of personal interests in financial matters pertinent to de - <br /> cisions of the City should not embarrass Council members if they "have nothing to <br /> hide " . Opponents felt that privacy of the individual should be respected , and that <br /> worthy persons interested in serving in public life , with no other motive than the <br /> welfareof the community , would be discouraged from entering into such service , if <br /> his private life must be public knowledge , and that this type of exposure would not <br /> serve any useful purpose . <br /> The fact that the State Assembly had recently passed relevant legislation was felt <br /> by some to have provisions too broad to be of benefit locally , and after reaching <br /> Senate will be "watered down " further before final passage .
