312 <br /> proposed resolution asks only name of stocks , property owned within influence of <br /> Redwood City , disclosure of joint venture partnerships , but does not require dis - <br /> closure regarding private residence . Opponents expressed opinion State bill would <br /> be far more adequate than local legislation . <br /> It was recommended that the resolution be reviewed by the Legislative Committee , <br /> after study of the Unruh bill and comparison with State legislation on this sub - <br /> ject . Councilman Arnett moved to refer the matter to Legislative Committee so <br /> that comparison can be drawn between the Assembly bill and this proposed resolution , <br /> and report submitted , seconded by Councilman Keckley and carried . ( MINUTE ORDER <br /> #69-78 ) <br /> Appointment to unexpired term on Park and RecreationCommission was deferred from meet - <br /> ing of April 21 . After balloting , Councilman Arnett moved to appoint Larry Schenck <br /> to the vacancy , seconded by Councilman Henderson and carried . ( MINUTE ORDER #69- 79 ) , <br /> Councilman Rosselli moved to adopt ORDINANCE NO , 1399 AMENDING ORDINANCE N0 , 623 RELATING <br /> TO THE ESTABLISHMENT OF FIRE ZONES IN THE CITY OF REDWOOD CITY , seconded by Council - <br /> man Arnett and carried on roll call vote , Councilman Henderson voting no . <br /> DAMAGE CLAIM : Dr , Robert G . Turner , 1690 Woodside Road , Redwood City , for property dam- <br /> age alleged to have been caused by City employees during street surfacing work , <br /> denied and referred to insurance carrier on motion of Councilman Petersen , seconded <br /> by Councilman Arnett and carried . (MINUTE ORDER #69-80 ) <br /> Report on results of special 1969 population census was presented by Planning Director , <br /> who advised that in, addition to the State ' s census questions , ten additional ques - <br /> tions were added by the Planning Commission and entered on computer print - out cards . <br /> Reason for census was that basis for State contribution of in - lieu taxes to County <br /> was the 1966 population figure , and it was believed this figure was underestimated , <br /> and it was necessary for the entire County to be continue in order to benefit from <br /> new figure . Each city participating had its own census made , and cost of conduct - <br /> ing the census was largely underwritten by the County . Population of Redwood City <br /> was found to be 53 , 858 . Graphs were shown indicating comparison of population be - <br /> tween 1950 , 1960 and p resent , extent of change in division of age groups over <br /> several years , and he reported on the results of the supplemental questions asked , <br /> such as length of residency of head of household , proportion of persons living in <br /> Redwood City who also work here , number of owners as proposed to renters , etc . , and <br /> how this com pared with 1960 census . <br /> Planning Director reported that the State Department of Finance had been willing to <br /> update by estimates based on '''housing unit counts " but experience indicated aver- <br /> age household population was decreasing , and State will no longer accept this <br /> basis if figure is more than 3 years old . <br /> Council expressed interest in receiving copies of the graphs for further review . <br /> Planning Director explained data was " raw " and stated they would like time to <br /> put the material in final form . Further , that it was intended to continue to <br /> search out persons not previously counted . Mayor Bury requested that a report <br /> be prepared at an early date . <br /> City Manager commented that if the population has declined , State will permit us <br /> to use 58 , 200 figure for 2 years . After the Federal census in 1970 , if figure <br /> is below 58 , 200 lower figure will have to be used . <br /> n9 <br />
