REV: 08-02-16 FF <br />MONUMENT POLICY <br /> <br />1. PURPOSE <br />The purpose of this policy is to establish criteria and guidelines for the consideration <br />and installation of monuments deemed by the City to be appropriate to serve as the <br />site for a monument. In doing so, the City recognizes that monuments can convey a <br />powerful connection between Redwood City and its history, and in some instances, <br />its future. It is therefore important that the placement of monuments be limited to <br />circumstances of the highest community-wide importance, both to maintain the <br />significance of such monuments and to minimize conflicts with the active and <br />variable use of public spaces. <br />Moreover, the City recognizes that a monument is only a marker and is not a place <br />of worship, a cemetery, or official gathering place. The City shall not place <br />monuments on City property which have the purpose of promoting, favoring, or <br />opposing any religion or which would appear to a reasonable person that the City is <br />promoting, favoring, or opposing a religion. <br />2. DEFINITIONS <br />2.1. Memorial Plaque: a flat inscribed stone that serves as a memorial for a <br />City employee who has died in the line of duty, while serving the City. <br />2.2. Monuments: markers, statues, and other similar permanent installations <br />that express government speech, in accordance with criteria as described <br />in Section 5.1.(a) of this policy, and which are installed by the City on City <br />property, or which are accepted by the City and installed on City property <br />with City permission. Monuments may be in various forms including <br />statues, fountains, or gardens, or other forms as determined by the City. <br />Monuments must be of City-approved materials, size, design, and <br />specifications, with a goal toward simplifying their review and long-term <br />care. <br />2.3. Qualified professionals: include, without limitation, registered architects, <br />engineers, landscape architects, planners, urban designers, and artists <br />who can demonstrate professional recognition in the form of public <br />commissions or permanent public installations. <br />3. SUBMISSION AND REVIEW OF MONUMENT PROPOSALS <br />3.1. All monument proposals submitted by any member of the public must be <br />submitted to the City Clerk and contain a detailed justification for the <br />request. <br />3.2. The City Manager, or his or her designee, shall provide the initial <br />screening of monument proposals to determine if the proposed monument <br />complies with the review criteria as detailed in Section 5 below, including <br />8.B. - Page 8
