Senior Affairs Commission Page 3
Minutes of Thursday, October 10, 1996
ITEM 4-VETERANS MEMORIAL SENIOR CENTER OPERATIONS
REVIEW- SUB-COMMITTEE TO PRESENT REVIEW OUTLINE
Commissioner Anthony gave the Commissioners a draft outline of items the
sub-committee would like to review at the Veterans Memorial Senior Center.
He announced the members of the sub-committee are himself, Chairperson
Lloyd, Commissioner Moran, John Dempsey of the Fair Oaks Advisory Board
and Carl Giari of Fun After Fifty. He stated he wants to interview employees,
volunteers, members of various senior clubs, center members, and visitors as
part of the process. He announced there will be a sub-committee meeting on
Friday, October 11 in Room 20 at the Senior Center Annex. Superintendent
Centeno asked for clarification on the overall goal of the review of the
Veterans Memorial Senior Center and Commissioner Anthony responded
that there is unrest, complaints, and confusion from staff, volunteers, and
club members.
Superintendent Centeno asked for comments from the other Commissioners
on the outline. She noted that her understanding was the goal of the sub-
committee would be to produce a report with recommendations to come back
to the Senior Affairs Commission.
Chairperson Lloyd said he felt this process was going to take 6 months or
longer to complete and that he would be off the Commission at the end of the
year and would not be there to finish the project. Commissioner Anthony
and Chairperson Lloyd spoke about the operation of the Veterans Memorial
Senior Advisory Council (VMSAC). Superintendent Centeno noted that both
Chairperson Lloyd and Commissioner Anthony serve on the VMSAC Board.
She also noted that given the VMSAC is a 501c3, it is unclear whether the
sub-committee can come up with recommendations and present them to the
VMSAC because the Senior Affairs Commission has no control over that
group. Superintendent Centeno asked that the way this review is presented
to people and its affect on the reputation of the Center be considered.
Commissioner Anthony and Superintendent Centeno discussed inclusion of
employee interviews in the process and its potential conflict with the
employee performance review process. She noted that staff had not been
asked to participate on the sub-committee, but specific requests for
information should be directed to her.
Commissioner Walsh asked that a time limit be placed on this review process
because he did not want to see this go on for a long period of time. The
Commissioners discussed the length of review process and Commissioner
Anthony stated it could be completed by January 10, 1997. Commissioner
Walsh asked for some background information on John Dempsey and Carl
Giari who are on the sub-committee but are not known to him and
Commissioner Anthony gave some information on each of the men.
