The contribution from the City toward the further harbor development was to come from <br /> the unissued $66 , 000 of the previous harbor bonds , but which had not been issued. <br /> At the time of voting the bonds , the people of Redwood City were led to believe <br /> this extra block of bonds would not be used if the City were given the Federal <br /> contribution. Some discussion ensued as to the expediency of using this money <br /> without further authorization from the people . It was finally decided , on motion <br /> of Councilman Fletcher , seconded by Councilman Anderson , that the amount be used, <br /> but that a declaration of policy be formulated and filed. <br /> The City Manager told the Council that it was quite necessary to expedite the handling <br /> of the library and city hall projects because acceptance of the offer must be <br /> made at once and any election mast be held prior to October 1 . It was therefore <br /> decided , on motion of Councilman Fletcher , seconded by Councilman Anderson, to <br /> hold the election September 20 subject to the acceptance of this date by the law <br /> firm of Orrick , Dahlquist , and Herrington , which firm was authorized to handle <br /> the legal end of the proceedings. <br /> Adjournment . <br /> JAA <br /> City Clerk <br /> BEM :HAS <br /> 4Z1 <br />
