86 Councilman Fletcher proposed , seconded by Councilman McCarthy , an ordinance (No . 351) amending Section 9 of Ordinance No . 319 , and providing for special licenses as enumerated therein. Following up the report of the Co iinittee on delinquent tax penalties , it was decided , after discussion , to authorize the City Attorney to prepare an ordinance amending the present tax ordinance , to provide a penalty of 10% on the first installment , and an additional 5% if not paid by April 20 , and a 5% penalty on the second installment if not paid by April 20 , with a charge of 1% per month following July 1 , plus any publication costs . Councilman Eva proposed , seconded by Councilman, Fletcher , that the Council take from the table and reconsider the resolution pertaining to the consolidation of the offices of City Mana- ger, City Engineer and Building Inspector . Motion carried . In connection with this point , the City Manager filed a written statement setting forth the duties and the activities of the three offices . After some discussion , and the request to postpone decision until Coun- cilman Jones could be present , the final roll call showed three for and three against this part of the resolution , and the motion to consolidate these offices was lost . In taking up the consideration of the other paragraphs , it was requested, and permitted , to in- clude the salary of the City Attorney with other department heads . Finally, on motion of Councilman Eva, seconded by Councilman Fletcher , it was moved to adopt Exhibit A of the former resolution , including the office of City Attorney. On roll call , the motion was lost , three voting for , and three against the motion. The City Manager asked the attitude of the Council toward granting J. B . Perry permission to erect a corrugated steel building on his property at the corner of Main and Shasta Streets with the understanding that a small portion of the building extend over into the fire limits . On motion of Councilman Fletcher , seconded by Councilman Eva , permission was given. On motion of Councilman McCarthy , seconded by Councilman Eva , the City Treasurer was authorized to borrow from the Water Fund sufficient money to buy Redwood City Improvement Bonds , Series J—l4 , par value $4 , 500 at a price of 55 . The approved claims were ordered paid on motion of Councilman McNulty , seconded by Councilman Fletcher. Adjournment , City Clerk. /7 BEM:MR •
