Y <br /> gas and other works for light , power and heat ; public libraries , museums , gymnasiums , <br /> air ports and other public utilities within and without the city limits , and to grant <br /> franchises for the construction of public utilities , as they may deem proper ; the laying <br /> of railroad tracks and the running of cars thereon , and the laying of gas and water pipes <br /> in the public streets , and to permit the construction and maintenance of telegraph lines <br /> therein. <br /> In the acquisition of any of the utilities mentioned herein the city is hereby <br /> authorized to make contracts fixing rates for service , and providing for expenditures or <br /> incurring financial obligations to be paid in whole or in part in succeeding fiscal years , <br /> for or on account of the acquisition of any such public utilities , and any extensions and <br /> improvements thereto or thereof , or for the extension and improvements of any utility now <br /> owned or under the control of said city . All payments under said contracts shall be made <br /> out of the revenue fund pertaining to the municipal works or utility for or on account of <br /> which such indebtedness was created. In any such contract the city may provide for the <br /> operation of such utilities pending repayment of the moneys secured by said revenues . <br /> And be it further resolved that said Council of the City of Redwood City proposes <br /> on its own motion and suggestion that Section 4+5 of the charter of the City of Redwood City <br /> be amended to read as follows , to-wit : <br /> Section 45 . Public Utilities . There shall be created a Department of Public <br /> Utilities which shall have control of the construction, operation and maintenance of all <br /> Public Utilities now or hereafter owned, controlled or operated by the city , except as <br /> otherwise provided in the charter . The Department of Public Utilities shall be under the <br /> supervision of the City Manager or a Superintendent or such subordinates as the City Manager <br /> shall appoint . The City Manager may remove any of such employees , at his pleasure , and shall <br /> make such rules and regulations for the management of the Department as are not in conflict <br /> with any of the provisions of this charter . <br /> The Treasurer shall keep the funds and interest accruals of each utility in a <br /> separate account and shall disburse the same for the purposes pertaining to the utility from <br /> or on account of which such money was received as follows , to-wit : <br /> 1 . For the necessary expenses of operation , maintenance and repair of such works <br /> or utilities . <br /> 2 . For the repayment of moneys invested in such works or utilities and the payment <br /> of interest thereon. <br /> 3 . For improvements and betterments to such works or utilities . <br /> 4+. For reserve for depreciation and surplus accounts . <br /> Any balance may be transferred to the general fund of the city upon the authorization <br /> of a five-sevenths vote of the City Council. <br /> The books of each utility shall be kept in accordance with the state regulations <br /> governing the accounting of public utilities , as far as they are applicable to publicly owned <br /> utilities , and a report in detail shall be made to the council monthly . <br />
