both of said propositions designated as " Proposition No .1" and " Proposition No . 2 , " respectively , in Section 1 of this Ordinance , which may at any time be issued and outstanding , to a total principal amount of $575 , 000 . Section 4 . Said bonds shall be negotiable in form and of the character known as serial , and shall bear interest at a rate not exceeding four ( - ) per cent . per annum, payable semi- annually. Section 5 . The said Council does hereby submit to the qualified electors of said City of Redwood City at said special municipal election this ordinance and the two separate proposi- tions set forth in Section 1 of this Ordinance , and designated respectively as " Proposition No . 1" and " Proposition No . 2 , " and designates and refers to this Ordinance and said two propo- sitions in the summary of each of them so numbered and desig- nated in the form of ballot hereinafter prescribed for use at said election ° Section 6 . The polls at the polling places herein- after designated shall be opened at six o ' clock in the morning of said day of election and shall be kept open continuously thereafter until seven o ' clock in the evening of said day of election , when the polls shall be closed ( except as provided in Section 1164 of the Political Code ) , and the election officers shall thereupon proceed to canvass the ballots cast thereat .
