PROJECT DESCRIPTION <br />As shown in Figure 1, the proposed expanded district includes portions of Main Street, <br />Broadway, Middlefield Road, Stambaugh Street, and W alnut Street. The boundaries of <br />the expanded District were selected by the HRAC (with guidance provided by State <br />OHP) because they encompass an area comprising several blocks of contiguous <br />structures, most of which directly contribute to the District’s historic nature. In total, there <br />are 23 structures within the proposed expanded District, 15 of which would be <br />contributing structures. <br /> <br />The three properties recommended for individual local historic landmark designation are <br />the “Flynn’s Ford Agency & Garage” building at 935 Main Street; the “Dessin Brothers – <br />Barnbauer Motors” building at 1101 Main Street; and, the “Clifton Motor Co. - Chevrolet <br />Agency” building at 847-849 Main Street. <br /> <br />ANALYSIS <br />HISTORIC DISTRICT EXPANSION AND DESIGNATION <br />Section 40.7 of the Redwood City Historic Preservation Ordinance states that the <br />Planning Commission is to make a written recommendation to the City Council for the <br />approval or disapproval (in whole or in part) of any application for a historic landmark, <br />site, or district designation. Section 40.6 of the Historic Preservation Ordinance allows <br />for improvements or areas within the city to be designated as historic landmarks or <br />districts if they meet any of the following four criteria: <br /> <br />A. It exemplifies or reflects special elements of the City's cultural, aesthetic or <br />architectural history; or <br /> <br />B. It is identified with persons or events significant in local, State or national <br />history; or <br /> <br />C. It embodies distinctive characteristics of a style, type, period or method of <br />construction, or is a valuable example of the use of indigenous materials or <br />craftsmanship; or <br /> <br />D. It is representative of the notable work of a builder, designer or architect. <br /> <br />As outlined in Appendix A of the Main Street Historic District Expansion document, the <br />proposed Main Street Historic District Expansion qualifies for designation as it meets <br />Criteria A and C: <br /> <br />· Criterion A: The District reflects the significance of Main Street as the City’s <br />commercial core well into the twentieth century. As Broadway assumed <br />dominance as the main commercial street by 1940, Main Street took on a new <br />role as an important auto sales and service center as the American culture was <br />becoming dominated by the automobile. This role is especially notable within the <br />proposed expansion area. <br /> <br />7.B. - Page 4
