· Criterion C: The expanded District also embodies a rich variety of the one and <br />two-part commercial block buildings, a type of building first developed during the <br />mid-19th century and soon became a common feature in American towns and <br />cities. Particularly with retail stores, the configuration of one-part commercial <br />block buildings permitted little embellishment except near the roofline; but, by the <br />1920s – the period during which the significant structures in the District <br />expansion area were built – efforts emerged to make this style of building more <br />ornamental and visually harmonious with the domestic surroundings. <br /> <br />EFFECT OF THE DISTRICT EXPANSION ON INDIVIDUAL PROPERTIES <br />In terms of the effect that the expanded District would have upon the properties within it, <br />properties within the expanded historic district may use the more flexible State Historical <br />Building Code. This State Code was designed to help facilitate cost effective <br />rehabilitation of historic buildings so as to preserve their original or restored elements <br />and features, while also providing for reasonable safety and accessibility measures and <br />encouraging energy conservation. In addition, if the expanded district is certified as a <br />“registered historic district” within the meaning of Internal Revenue Code Title 26 <br />Section 47, certain contributing properties within the district may qualify for Federal <br />Rehabilitation Tax Credits. <br /> <br />As far as City regulatory control over the properties, all of the structures within the <br />expanded District would be subject to HRAC review and Planning Commission approval <br />for certain alterations under Sections 40.8 – 40.10 of the Redwood City Code. <br />Alterations to structures within the DTPP area may also be subject to further review <br />under the DTPP for the impact of such alterations on the district. It is important to note <br />that twenty-one of the twenty-three structures within the proposed expanded District are <br />located within the DTPP area, and thirteen of these are already required to be <br />preserved under the Precise Plan regulations. Of the two properties in the District that <br />are outside of the DTPP area, one is a designated local historic landmark (1204 <br />Middlefield Road) and therefore already subject to the regulations of the Historic <br />Preservation Ordinance pertaining to historic landmarks. The property at 1101 Main <br />Street which is being proposed for individual local historic landmark designation would <br />fall under the regulations of the Historic Preservation Ordinance but not the DTPP since <br />it is outside the DTPP area. <br /> <br />HISTORIC LANDMARK DESIGNATIONS <br />Staff supports the HRAC and Planning Commission recommendations that three <br />structures located within the proposed expanded District also be designated as <br />individual local historic landmarks. The three structures are the “Clifton Motor Co. <br />Building” at 847-849 Main Street; “Flynn’s Ford Agency and Garage” at 935 Main Street; <br />and, the “Dessin Bros. – Barnbauer Motors Building” at 1101 Main Street (Attachment <br />3). <br /> <br /> <br /> <br /> <br />7.B. - Page 5
