Task 2.3—Pilot Test Field Oversight/Data Evaluation and Report • Consultant will conduct pre-construction planning activities with the City, Regency, and the Contractor, to prepare for the planned pilot test activities. Consultant will also oversee the fisld work conducted by the Contractor for conformance with the scope-of-work. It is anticipated that the pre- construction activities will be performed over a two week period, and that the field activities will be completed during a two week period. • Consultant will review the Contractor's pilot test report, and will incorporate the report findings into the Remedial Design Implementation Plan, below. Task 2.4—Remedial Design Implementation Plan (RDIP) • Consultant has already begun preparing a Remedial Design Implementation Plan (RDIP). Based on results of the pilot test activities, Consultant will complete the RDIP for approval by RWQCB. The RDIP document will describe the proposed remedy in greater detail than the RAP, including: (1} Detailed description of the remediation construction activities that will be conducted; (2) Permits that are required prior to construction, and other pre- construction activities; (3) Proposed construction staging and sequencing; (4)A constnaction schedule; (5) Required access to Site areas that will be necessary to implement the remediation work, and the types of access restrictions that will be necessary in each area; (6) Site plans and traffic control plans, as necessary; and (7) Roles and responsibilities of Consultant, its subcontractors, the City, and the Site owner. • Consultant will provide a draft of the RDIP document to the City for review. With the City's comments on the plan, Consultant will prepare a revised draft RDIP that will be provided to Regency Centers for review and comment. Consultant will then finalize the RDIP for submittal to RWQCB staff for review and approval. Task 2.5— Full Scale Bid Evaluafion/Award • Consultant will prepare Instnactions to Bidders, and will compile the relevant remediation plans and documentation, for the City's advertisement of the RFP for the full-scale remedy implementation. When bids are received, Consultant will summarize the contractor submittals, and will provide Consultant's recommendation to the City for contractor selection and award.
