In response to Council questions Director Pawloski
described the need to raise revenues to offset increased water charges from
provider, San Franciso Water Department and described this third round of
drought conditions and conservation efforts, allocations and banking.
Council Members expressed confidence in the two - tiered system adopted in
February of this year to begin with the July water billing cycle, which
sent the right message and encouraged conservation by charging $1.10 for the
first 15 units and $1.35 for every unit used over 15. Council discussed
need to take into consideration the amount of money collected from fines,
the amount of penalties the City might have to pay to San Francisco Water
Department, and the expected increase in water rates from SF Water
Department, and the exact rates needed to offset increase after fines and
penalties factored into the equation.
M /S: Greenalch /Claire to establish the following rates: 0 -15 units at
$1.26 per unit and 16 + units at $1.43 per unit during the period of
increased charges from San Francisco Water Department.
Discussion of the motion included preserving the principal of the two - tiered
system and the differential, and the number of users in each category.
Reg.
