3. City /County Association of Governments (704 -04) <br />Report: City Manager, 9/12/90 <br />Mayor La Berge presented Draft No. 7 and thanked the Council for their <br />support and Councilman Murray for his written suggestions. <br />Council discussed need to move ahead with the Joint Powers Agreement; the <br />necessity of adequate staffing; the significance of County involvement and <br />support; and the impact of this association on land use and hazardous waste <br />questions. <br />CONSENSUS: It was determined by Mayor La Berge that it was the consensus of <br />the Council to continue support for the City /County Association of <br />Governments establishment process. <br />MEMO 9/18/90 <br />-------------------------------------------------------------------------- - - - - -- <br />4. Water Allocation Plan (1204 -09) <br />Report: Councilman Claire, 9/14/90 <br />Councilman Claire requested Council reconsider water allotments to Sequoia <br />Union High School District, Redwood City Elementary School District and <br />Canada College due to the deteriorating and dangerous conditions of their <br />playing fields used by a minimum of 7,000 youth, adult and senior <br />participants. <br />City Manager Smith advised the City has already had to pay $95,000 in fines <br />to our water provider, San Francisco, due to excessive use and that - <br />additional monies for increased allotments would have to come from funds <br />reserved for improvements to the water system. <br />Don Davis, 3576 Altamont, Redwood City, soccer referee described deplorable <br />conditions of certain playing fields in the City. <br />CONSENSUS: It was determined by Mayor La Berge that it was the consensus of <br />the Council to direct staff to provide additional information regarding <br />these three users and to report back to Council on September 24, 1990. <br />MEMO 9/18/90 <br />-------------------------------------------------------------------------- - - - - -- <br />5.
