MATTERS OF COUNCIL INTEREST <br />a. Councilwoman Buchan presented a status report on the Mobile Home Park <br />Mediation Committee efforts to resolve issues between the Harbor Village <br />homeowners and the owners of the mobile home park. The Committee members <br />are: Marie Rickes and Randy Roushall, homeowners; John Phillips and J. R. <br />Bodine, Park management; Mayor La Berge and Councilwoman Buchan, <br />representing the City of Redwood City; and Ruben Barrales from the <br />Neighborhood Boards acting as facilitator. The Committee met in April, and <br />on May 22, June 12, June 27, and August 7. Park management presented a <br />proposal at the August 7 meeting and the Harbor Village Homeowners presented <br />a counterproposal by their letter of August 24th. Park management canceled <br />the scheduled September 26th meeting. <br />Mayor La Berge invited anyone in the audience who wished to speak to this <br />issue to please do so. <br />Randy Roushall, 3015 E. Bayshore Blvd., #419, Harbor Village Mobile Home <br />Park, Redwood City, described what he felt were unfair actions by Park <br />management including utility rates and rebates, and pass - throughs since <br />1984, and asked Council to take action to resolve the issues. <br />Marie Rickes, 3015 E. Bayshore Blvd., #161, Harbor Village Mobile Home Park, <br />Redwood City, presented background on original lease 5 years ago; described <br />rent increases of 125% over 5 years; explained Hall decision did not <br />preclude City imposed rent stabilization under certain circumstances; and <br />reminded everyone of Redwood City's commitment and understanding of the need <br />for affordable housing. <br />Council Members discussed the need for Park management to work with the <br />Mediation Committee to achieve mutually beneficial results for all parties. <br />Also mentioned was the Council Legislative Committee's role in any future <br />development of a rent stabilization ordinance. <br />Mayor La Berge advised that she would contact Park management, advise them <br />of this evening's discussions and encourage them most strongly to return to <br />the mediation process. Councilman Bury congratulated the Redwood City Senors Softball team for <br />again winning the National Championship in their age group at the annual <br />softball tournament in Kingman, Arizona last month. <br />c. Councilman Murray reported on the joint Meeting of San Carlos Pilots and <br />Redwood Shores Homeowners held Saturday, September 29th. The pilots are <br />researching which routes result in the least noise over Redwood Shores and <br />surrounding communities and hope to have results available shortly. <br />Reg. Mtg.
