Vice Mayor Bury reported on the meeting he and Council Members Buchan and <br />Greenalch held with the Service League regarding the goals and operation of <br />Hope House, described the walk- through of the facility, and advised that <br />this project was a great opportunity to change the lives of former women <br />inmates with substance abuse problems who might derive benefit from the <br />positive family life styles in the Friendly Acres Neighborhood. <br />Julie Cortez, 3773 Hoover, Redwood City described the frustrations of the <br />neighbors in Friendly Acres that the City could not delay the licensing of <br />Hope House to provide time for studying the impacts of such a facility in <br />a neighborhood that has had problems with drugs. <br />Council Members described state and federal laws that preclude the City from <br />acting in some areas, such as licensing of Hope House; the lack of <br />coordination between levels of government and service organizations that <br />permits use of property without the knowledge or consent of City <br />administration and residents; City support for neighborhood associations <br />promoting citizen participation; and encouraged residents to become involved <br />with Hope House as members of their board. <br />CONSENSUS: Mayor La Berge determined it to be the consensus of the Council <br />to support Councilmember Greenalch's suggestion to have the Council <br />Legislative Committee study state statutes regarding licensing of care <br />facilities and prepare a recommendation. <br />MEMO 11/19/90 <br />The following people addressed the Council: <br />Michelle Flood, 444 Church Street, San Francisco, Archdiocese of San <br />Francisco described successful "Crossroads" facility <br />Cynthia Escoto, 1034 -17th Avenue, Redwood City expressed concerns regarding <br />lack of communication between City and County administrators <br />Edwin Brandle, 1640 Oak Avenue, Menlo Park, Service League project chairman <br />for Hope House <br />Julie Cortez asked Council to address the issues of police visibility and <br />poor street lighting near the proposed sight of Hope House. <br />CONSENSUS: Mayor La Berge determined it to be the consensus of the Council <br />to direct staff to work on providing high police visibility, and to direct <br />staff to look at condition of street lighting in the neighborhood and report <br />findings to the Friendly Acres Neighborhood Association. <br />MEMO 11/19/90 <br />-------------------------------------------------------------------------- - - - - -- <br />PUBLIC HEARINGS <br />16.
