AN APPEAL of two of the conditions of approval of the issuance of a Use <br />Permit - John A. Moreno, appellant <br />LOCATION -- 707 Arguello Street, being a portion of Lot 16, <br />Villa Lots, Town of Mezesville, City of Redwood City, <br />APN 052 - 272 -150; "CN" (Commercial Neighborhood) District <br />Affidavits of Mailing and of Notice of Hearing publication is on file. <br />REPORT: Planning Director, 11/19/90 <br />Planning Director Patterson presented the staff report describing the issues <br />regarding the conditions as hours of operation, number of people using the <br />facility, parking and CN zoning. <br />Mayor La Berge opened the public hearing at 8:42 p.m. <br />John Moreno, appellant, advised Council the Christian Door Center is part of <br />a non - profit corporation with headquarters in Tucson, Arizona; evening and <br />weekend hours will not create the parking problems a retail store would; <br />their membership is small but hope to see it grow; they do play amplified <br />music and sing; and proposed conditions will limit their effectiveness. <br />Don Whitley, Franciscan Property Management, 617 Veterans Blvd. Redwood <br />City, representing Parc Maison Townhomes Association spoke against issuing <br />the Use Permit as parking and traffic are difficult now; noise would be a <br />problem; this facility is inconsistent with "CN" zoning as it is not vital <br />to the neighborhood; and other properly zoned property is available. <br />Marc Hershman, representing Mr. and Mrs. Baldwin and Mr. and Mrs. <br />Devincinzi, property owners near 707 Arguello, described neighborhood as in <br />transition to mixed commercial and residential; Christian Door as <br />inconsistent with "CN" zoning; and traffic and parking problems exist now. <br />Elaine Adkins, 792 Arguello, Redwood City, described very bad parking <br />situation near her townhome across from proposed Center. <br />Mayor La Berge asked if anyone else wished to speak to this issue.
