Data Limitations <br />The evaluation plan included the twelve evaluation criteria listed above to measure the <br />effectiveness of this pilot project. All of the data is useful, however, for the purposes of <br />this analysis, four are considered statistically significant: speeding, intersection delay, <br />air quality emissions and SamTrans ridership. Additional pre and post data would have <br />had to have been collected in order to reach the sample size threshold for statistical <br />significance for the remaining data. This includes collision data, which would require <br />more time to pass before being able to make statistically significant conclusions. <br />Nonetheless, the remaining data does show trends as noted in the above, and the most <br />critical data point (speeding) does have enough data to be considered statistically <br />significant. <br /> <br />Results Relative to Priorities <br />When surveyed about priorities for the Farm Hill Boulevard/Jefferson Avenue corridor <br />before the pilot started, community members identified their top three priorities as: <br />1. Improving safety <br />2. Improving the ease of crossing the street, and <br />3. Decreasing congestion. <br /> <br />As shown in the detailed evaluation, the pilot configuration increased safety by: <br />· Reducing vehicle speeds (average speeds, among the highest speeders, and at <br />all times of day) (see Figure 2), and <br />· Reducing exposure to vehicle lanes for people crossing the street. <br /> <br /> <br />8.A. - Page 6
