<br />It is important to note several things about the average and maximum travel times <br />above. First, average peak travel time is calculated from the 10 to 12 travel times <br />collected by TJKM between 7 AM and 9 AM. Second, the maximum travel time is the <br />trip that took the longest during that same time period. Third, for the comparison above, <br />the pre-data travel times were taken in the July 2015, while the post data travel times <br />were taken in September 2016 when school was in session. A portion of the increase in <br />maximum travel time can be attributed to additional drivers on the road due to the <br />school commute. When comparing average and maximum travel time differences <br />between July 2015 and July 2016 (pre/post pilot) there were few differences. All travel <br />times from July 2015, July 2016 and September 2016 are detailed in Attachment 2. <br /> <br />Although the evaluation did include average intersection delay, which reflects the signal <br />delay experienced by drivers on side streets, it did not include a measure of travel time <br />delay on other corridors. For example, we have heard concerns from residents about <br />the delays on McGarvey Avenue during the morning commute. If the pilot were to be <br />made permanent, the signal timing at McGarvey and Farm Hill could be adjusted to <br />reduce the queuing on McGarvey (see recommendation at end of report). <br />Outside of peak commute times, traffic generally flows freely in both directions. <br />Complete Streets Advisory Committee <br />These results and feedback received from the community were presented at a special <br />meeting of the Complete Streets Advisory Committee on October 5th. Leading up to that <br />meeting, the City received roughly eighty emails on the project. Of those messages, <br />thirty-eight supported making the pilot permanent, thirty-three supported returning the <br />street to its original configuration, and the remainder had feedback on the design that <br />wasn’t clearly supporting one option or the other. <br />Over fifty people attended the Complete Streets Advisory Committee meeting, and 31 <br />spoke during the public comment period. The comments were respectful and civil, and a <br />majority of people spoke in favor of making the pilot permanent. Some who spoke, <br />regardless of their support for the project, suggested modifications to the existing design <br />to either improve traffic operations or safety. Locations identified for modifications <br />included: Farm Hill/McGarvey intersection, Emerald Hill/Farm Hill intersection, and the <br />Jefferson/Highland curve. <br />At the Complete Streets Advisory Committee meeting, the Committee recommended <br />that the City Council: <br />1.
