<br />City Clerk Jorgenson reported that the following persons submitted written <br />protests: <br /> <br />John Shilson, Operations Manager, RagTime, 702 Marshall Street, Suite 322, <br />Redwood City <br />C. David Lobree, C. David Lobree & Assoc., 2395 Broadway, Redwood City <br /> <br />Community Development Director Pawloski advised that 318 businesses in the <br />proposed district were sent notices of this public hearing by registered <br />letter. Based on survey data as of February 25, 1991 the proposed <br />assessments amounted to $51,384 with the highest assessment $180 and the <br />lowest $123 (excluding assessment for number of employees). <br /> <br />Joan Jordan, 831 Jefferson Avenue, representing the Downtown Merchants <br />Association, member of the Formation Committee, described the boundaries of <br />the proposed district. <br /> <br />Dan Webb, Bay Area Bank, 900 Veterans Blvd., Redwood City, member of the <br />Formation Committee, described the earlier City Center Action Committee <br />which recommended increasing funding for downtown promotional activities and <br />beginning at $75,000. Council has appropriated $30,000 and the Formation <br />Committee was charged with raising the balance of $45,000 in a fair and <br />equitable way. The following formula has been recommended: Assessments <br />will be derived from the base fee of $60, plus percentages based on <br />closeness to core, benefit index and number of employees in the Sequoia, <br />Historic and Broadway Districts. Mr. Webb explained these assessments were <br />not tied to business licenses anymore, and described new State law which <br />demands assessments benefit members of District. <br /> <br />Mike Church, Housing and Redevelopment Agency Director, described the <br />benefits to be derived from the proposed Business Improvement District <br />including commercial stimulation; image building campaigns; civic <br />beautification programs; improvement of District Business Mix; decoration of <br />District; and, administration of the District with the hiring of a full time <br />staff person. <br /> <br />Community Development Director Pawloski advised that there is an appeals <br />process that allows a business owner to appeal an assessment to the City <br />Council, and that the findings of the City Council shall be final and <br />conclusive. <br /> <br />Mayor La Berge advised tonight's action would include authorizing Mayor to <br />appoint members to an Advisory Committee during the transition, to recommend <br />bylaws, budget and administration. State law mandates Council to appoint a <br />nine member Advisory Board by July 1, 1991. Mayor La Berge suggested two <br />Council Members, five members from the Broadway District, and one member <br />each from the Historic and Sequoia Districts be appointed to the interim <br />committee. <br /> <br />Reg.
